United Nations Workshop Transformation Agenda for Official Statistics Coordination National Statistical System, Global, Regional

Coordination Coordination - communication National statistics office has established communication and continuous coordination within its national statistical systems with private and public sector, statutory bodies, non-government organizations (ngo’s) and other data users and suppliers. Key partners – government ministries, business establishments, ngo’s, statutory bodies

Coordination – National Statistical Systems (NSS) Four main elements of Coordination in National Statistical Systems 1. Validation (reliable reporting) 2. Participation (incl. collaboration, ownership, stakeholder empowerment) 3. Harmonization 4. Resource maximization (incl. cost effectiveness, modernisation)

Coordination – Validation NSS cont’d 1. Validation- Main actions a) Data partners collaborate in reviewing qualitative analysis of topical studies relative to their expertise particularly within the social sector; b) Comparative analysis are examined and validated c) Concepts and definitions are scrutinized for comparability d) Administrative sources are checked for consistencies and comparative data and in some cases investigated where inconsistencies arise e) Footnotes can clarify unusual trends or slight variations in methodology (this assists reliable and sound analysis of such data)

Coordination – Participation NSS cont’d 2. Participation a) stakeholder consultation are conducted to encourage participation, inform of procedures, coordination of activities; b) for knowledge transfer and resource sharing (expertise, equipment, etc.) ; method of data empowerment c) Participatory method provides opportunity for review of quantitative and qualitative analysis; d) Data sources can be reviewed or others recommended for more accurate reporting.

Coordination -Participation High Level Participation d) Includes participation at the highest level of Offices- thereby assisting in identifying influential support and champions thus facilitating the process for budget allocation for statistical programs. High level participation adds knowledge and awareness of statistical procedures, methodology and statistical programs

Coordination- Participation Dissemination Dissemination of reports to data partners and other key stakeholders builds greater awareness of the work of the NSS and partners input into the final product thus increasing the opportunity for increase in the response rate in future data collection. Legislation Some data partners should be given the opportunity to be educated on statistical legislation and become aware of the data demand from such governing statistical laws. This will enable or facilitate data submission and build further partnership

Coordination- Participation cont’d Establish MOUs Establishing MOUs increases participation in the statistical process; builds partnership and guarantees the data submission

Coordination- Harmonization Harmonization a) Concepts and definitions- must be harmonized for regional and global comparability and to facilitate data validation and reliable analysis b) Classifications are provided and adopted for accuracy and comparability- ISIC Rev. 4, ISCO 2008, ISCED 93 On the national level Business establishments code can be harmonized by all agencies, Inland Revenue, Customs, Statistics, Social Security Geographical Areas can also be harmonized on the national level

Coordination- Resource Maximization Resource Maximization is integral to cost effective particularly in SIDS Coordination and GIS GIS can be used to coordinate and modernize statistical research for detailed thematic analysis. Agencies using GIS can coordinate and collaborate using the most appropriate software or equipment according to the needs thus maximizing resources

Coordination- Resource Maximization Such coordination can produce inventories on each agency thus avoiding duplication of resources. Other Resource Maximization Actions examine effective available or existing resources; analysis areas where improved methodology, software and equipment can easily build capacity and become cost effective overtime

Coordination between Regional Agencies and the NSS --CARICOM CARICOM Statistics Coordinates the NSDS- countries have launch and produce strategy papers with adoption of recommended programs and actions and revisions where applicable Coordinated the development of the common Regional Statistics Work Programme (Harmonisation, countries on the same page) Coordinated the CARICOM Model Statistics Bill; some countries have enacted while others have submitted to Legal authorities Engaged in the adoption of SNA 2008 with continuous training in methodology and the compilation of accounts in collaboration with other organisations including the UNSD

Coordination between Regional Agencies and the NSS –CARICOM cont’d Countries can now produce the ROW, Total Economy and Net Lending Aggregates Presented Metadata for the CSME and Environmental Statistics Coordinates the compilation of the CARICOM GEI and Caribbean Specific MDG’s Facilitates the production of Trade In Services Report through training and continues its expansion to include other (FATTS)account Validates the regional External Trade data and provides technical assistance as necessary

Coordination between Regional Agencies and the NSS –CARICOM cont’d Prepared the metadata on ICT indicators and identified core regional indicators Continuous training in SDG, Demographic Analysis, Trade In Services, National Accounts Regional Census Coordinated approach- support included GIS/Mapping, Common Core Questions, Methodology, Census Data Processing, Data Analysis Circulation of Annual Calendar of Scheduled meetings and training by the first quarter of each year with updates as necessary

Coordination between Regional Agencies and the NSS –ECCB ECCB provides support in the compilation of annual National Accounts and Balance of Payments Collaborates with CARICOM and IMF CARTAC in the development of National Accounts statistics

Coordination between Regional and International Agencies and the NSS –CDB/OECS/ILO/UN CDB has supported and coordinated CPAs and have recently collaborated with the OECS to facilitate the Country Poverty Assessment OECS /ILO have supported Labor Force Surveys and formulated the OECS generic LFS questionnaire UN regional agencies have provided support in the adoption of the MPI; provided follow up on the compilation of the GEI with collaborative support from CARICOM

Coordination between Regional and International Agencies and the NSS –UN/EU/IMF CARTAC UN presents revised international classification, definitions and methodologies; also conducts training IMF/CARTAC conducts training in GDP and BOP compilation ad methodology EU provides support for modernization through acquisition of equipment STATSCAN conducts training in collaboration with CARICOM and ECCB

Coordination -Recognized Efforts Agencies that are particularly involved with economic statistics have successfully coordinated efforts in terms of training , development of National Accounts, Balance of Payments and the various phases of the adoption of SNA 2008 Agencies: CARICOM, ECCB, IMF/CARTAC, UN, STATSCAN

Area for Improved Coordination The World Health Organization needs to improve on coordination in terms of introduction of new classification and software and training thereof . Regional agencies should review the RSWP to be better informed of regional statistics activities thus improving coordination and maximizing time and resources.

Conclusion CARICOM Statistics plays a major role in coordinative efforts: training; statistical development programs; modernization; harmonization of programs with regional and international agencies; data validation (particularly in National Accounts, External Trade), Cleaning of databases (Population and Housing Census, External Trade) advocacy at the highest level of governments (the Regional Action Plan for Statistics presented by the Director, Regional Statistics was adopted at the July 2016 CARICOM heads of Governments meeting). Review of quantitative and qualitative analyses of Censuses, MDGs.

Conclusion Circulation of Reports of meetings attended on behalf of the Region CARICOM Statistics is the main agency coordinating global and regional development of statistics at the wider CARICOM level.
