TFC 2016 – TRIZ FUTURE CONFERENCE 2016 Is Poland an innovative country? Dorota Chybowska – Maritime University of Szczecin, Technology Transfer Office Leszek Chybowski – Maritime University of Szczecin, Faculty of Marine Engineering Wrocław – 24-27.10.2016
OVERVIEW Place of Polish inventive problem solving Place of Polish inventors in the invention disclosure system
POTENTIAL VS. RESULTS 38.5 M inhabitants 6th country in the EU by population 21% graduate of technical background Almost 1.5 M university graduates a year Over 0.15 M R&D personnel Growing R&D intensities (2004 – 0.56, 2014 – 0.94, 2020 – 1.7 GDP)
PATENTING ABLILITIES 2006-2015 Polish Patent Office (UP RP) More than 100 % increase in patent applications Polish applications make 98% of all in 2015 65% increase in patent grants
PATENTING ABLILITIES 2006-2015 European Patent Office (EPO) 4.5 times increase in patent applications 8.8 times increase in patent grants 0.35% of all applications 0.22% of all patent grants Patenting 16 times more often to UP RP than EPO
POLAND VS. OTHERS Poland vs. selected developed countries – patent grants by the European Patent Office (EPO) 2006–2015
TYPE OF GRANTEE 2015-2016 Distribution of patents granted in 2015 and the 1st quarter of 2016 by the European Patent Office (EPO) to Polish grantees and foreign grantees with Polish inventors

POLISH INVENTORS
KEY FIELDS European Patent Office (EPO) – Fields of technology of Polish inventors in Polish and foreign patents 2015 according to the International Patent Classification: A – Human Necessities; B – Performing Operations, Transporting; C – Chemistry, Metallurgy; D – Textiles, Paper; E – Fixed Constructions; F – Mechanical Engineering, Lighting, Heating, Weapons, Blasting; G – Physics; H – Electricity.
WHY IS THE INVENTIVE POTENTIAL SO LOW? Rating scores of universities Low interest of commerce to exploit inventions No pressure on commercially feasible research results Low popularity of systematic problem solving
WHY IS THE INVENTIVE POTENTIAL SO LOW? Reluctance of academia to utile solutions System immaturity, bureaucracy Imprecise expectations to TTOs, researchers and enterprises Ex-cathedra teaching at technical universities
CONCLUSIONS Polish patents in European Patent Office (EPO) and Polish Patent Office (UP RP), 2008–2015
CONCLUSIONS Strongest regions are Mazovian, Lesser Poland & Silesia Poland not the country of protection for foreign grantees Number of Polish inventors similar for Polish and non-Polish onwers
CONCLUSIONS Inventing in 4 out of 8 fields according to the International Patent Classification Most popular countries are Switzerland, USA and Germany
