Means of Redress and Supervision Igor Aljošin Senior Adviser to the Chancellor of Justice of Estonia 24.-25.05.2011

There are 118 thousand disabled persons in Estonia (8 There are 118 thousand disabled persons in Estonia (8.8% of the whole Estonian population). Disabled persons are under the special care of the state and local governments. The guarantee of rights and freedoms is the duty of the legislative, executive and judicial powers, and of local governments.  

Legislative power: passing legislation ensuring that legislation is in conformity with the constitution and international law provisions  

Executive power (Government, ministries, state Executive power (Government, ministries, state agencies, legal persons in public law): elaborating state policy elaborating legislation exercising supervision providing help settling of complaints raising society’s awareness of topics related to disabled persons raising disabled persons’ activeness involving disabled persons in social processes

Judicial power: observing that other powers do not violate fundamental rights settling of complaints exercising supervision

Local government: elaborating regional policy passing legislation providing help exercising supervision settling of complaints involving disabled persons in social processes

Chancellor of Justice: verifying constitutionality of legislative acts settling of complaints (ombudsman) NPM raising society’s awareness of topics related to disabled persons
