OBJECTIVES AND FUNCTIONS OF THE CORPORATION AS PER NEW REDRAFTED ARMSCOR ACT

OBJECTIVES The objectives of the Corporation shall be to meet as effectively, efficiently and economically as possible the defence matériel requirements of the Department of Defence as determined by this Act.

OBJECTIVES (cont.) The Corporation shall, in attaining its objectives, adhere within available resources to accepted corporate governance principles, best business practices and generally recognized accounting practices within a framework of established norms and standards that reflect fairness, equitability, transparency, accountability and the principles of legality

FUNCTIONS & POWERS 1. For the attainment of its objectives, the Corporation shall be vested with the following functions: a. To acquire and to procure defence matériel for the Department of Defence; b. To provide a quality assurance capability in support of the acquisition process and acquisition programmes;

FUNCTIONS & POWERS (cont.) c. To dispose of excess, redundant, forfeited or surplus matériel of the South African National Defence Force; d. To support and maintain strategically essential defence industrial capabilities, resources and technologies in consultation with the Department of Defence;

POWERS & FUNCTIONS (cont.) e. With the approval of the Minister, in each case after consultation with the Minister of Foreign Affairs, and in such conditions as the Minister may approve, perform any function which the Corporation may perform in terms of this Act for and on behalf of another sovereign State;

POWERS [Sec 3(2)] (cont.) f. To render acquisition and procurement support to other organs of State with the approval of the Minister; g. To undertake other related functions as may be determined by the Minister.

POWERS & FUNCTIONS (cont.) 2. In the execution of its functions, the powers of the Corporation shall, in addition to any other powers vested in it by this Act, include: a. Providing professional programme management capabilities for approved acquisition and procurement programmes of the Department of Defence relating to defence matériel;

POWERS & FUNCTIONS (cont.) b. Contracting industry to meet the requirements of the Department of Defence and other organs of State; c. With a view to concluding the contracts referred to in paragraph (b), inviting offers and, subject to paragraph (d),determining

POWERS & FUNCTIONS (cont.) the manner in which and conditions subject to which such offers shall be made and considered; d. Participating in the drafting of value systems for tender adjudication;

POWERS & FUNCTIONS (cont.) e. Providing a system for tender management, tender evaluation and tender adjudication; f. As the Government appointed quality assurance authority on defence matériel, to contract with local and foreign clients to render such a service against repayment and at no cost to the State;

POWERS & FUNCTIONS (cont.) g. Managing defence industrial participation programmes and providing assistance on industrial participation exports; h. Managing the Corporation’s strategic facilities and subsidiary companies which directly support the technology and acquisition strategies of the Department of Defence as well as the operations of the SA National Defence Force;

POWERS & FUNCTIONS (cont.)   i. Managing the intellectual property acquired for the Department of Defence; j. Managing technology projects that support acquisition programmes and government strategies;

POWERS & FUNCTIONS (cont.)   k. Facilitating, in consultation with the Department of Defence and the defence- related industries, the marketing of the defence products of the Republic to international markets.
