CCCECE 2013-2018 Vision CCCECE will: Serve as an active stakeholder when decisions are made about ECE workforce development. Be the primary ECE teacher preparation/workforce development body. Partner actively with other organizations and maintain our unique focus and role of representing community colleges. Help shape and track ECE policy development. Serve as a resource to child development/early childhood education departments throughout the state.

CAP Updates Things you should know: As of September 12, 2016 103 Community Colleges in California have agreed to participate in CAP. Welcome to our newest aligned college: Santiago Canyon College. Of these colleges, 89 are officially aligned and 4 others are in the revision process to align their course. CAP TK Outlines ready for adoption. The CAP courses have been accepted as the required core for the Associate in Science for Transfer in Early Childhood Education. For information on the courses and the degree, go to http://www.c-id.net.

CAP Transitional Kindergarten (CAP TK) The Curriculum Alignment Project (CAP), based on the successful history of curriculum collaboration, was granted a contract by the California Department of Education/Early Education and Support Division to develop courses that could be adopted by community colleges as an option to support Transitional Kindergarten teachers’ professional development and/or unit requirement needs with unit bearing classes more tailored to their specific work than the traditional general ECE/CD courses, and available locally and affordably at community colleges. 24 units of specialized coursework are currently in development. https://www.childdevelopment.org/cs/cdtc/print/htdocs/services_cap.htm

First 5 California- California Quality Rating and Improvement System (CA–QRIS) Consortium CCCECE is now listed as a required member of the QRIS Planning Committee Has your college been involved with QRIS? Their work requires Community College signatures. How are QRIS requirements impacting enrollment? QRIS training versus unit based education Questions to consider: In an effort to strictly adhere to the QRIS rating requirements Developmentally Appreciate practices may not implemented? Can we assume that teachers in a Tier 4 and 5 program will make an appropriate mentors for students? Legislative Analyst Office (LAO) Community College ECE Discussion LAO Questions for the CD State Advisory Committee- See handout Some of the information provided and shared by the Chancellor's Office Child Development Advisory committee includes: Most of the colleges have Lab school; however, many of them are using different funding sources to support the lab school One college does not have a lab school and placing students in the community Many of the Infant and Toddlers programs have been eliminated Instruction Program Size range from - 1 full-time faculty to 6 full-time Common theme/thread: Every program is at the mercy of the administration… We must consistently justify the need for college funding Virginia Early Edgar Cabral Legislative Analyst Office

Somethings to Ponder Does your campus receive support from General Fund? CD program cost money? Yes and No Not as much as Nursing …. More than automotive Levels of General Fund Non Bargaining unit Two things about Lab school: Provide Quality child care For our adult students … however, they always cut lab school and not auto lab or chemistry lab

Somethings to think about and ask yourself! What is the identity of Instruction Lab? How does it see by fiscal office/administration? Identity- some say our lab schools are just like book store.. Show us your revenue, show them the money What can LAO Staff do to help support ECE childhood funding so that they can train the ECE workforce? Why are QRIS silent on inadequate work place conditions and low salaries? The challenge is that California legislature doesn’t distinguish between custodial child care vs. quality child care. Are we selling out poor children and middle class children?

More Things to Consider Expectations for teacher preparation and required workloads High Skill--- Low pay Not about making more… it’s about getting the job done With additional reimbursement there is always an expectation of more work ECE is top 5 earning Certificates/Degree completer Prop 98- Community Colleges are part of it but not ECE – ECE is not part of GF of prop 98 State funded are so low that teachers’ wages are low and programs will be challenged by new minimum wage requirements. State has increased their rigor – State is demanding expertise from us but yet the money is going to k-12

CCL/Child Care – Immunization Law Implementation Inconsistent LPA messages across the state As a result there is lots of inconsistency in how programs are implementing the immunization requirements Student record needs to be available Could be with them… ---Students can scan/take picture of their immunization record but when it doubt they must provide the real hard copy. Law states volunteer provides “care and supervision” The law doesn’t say “duration”– how many times the adults are there in the center with the children. Example- if a parent is reading a book to his/her child and other children join in, does he/she require to have immunizations? Questions/Concerns If a college staff/maintenance staff is fixing things in the center then does he/she require to be immunized? No, because they are employed by the college and not employed by the center/under the licensing ..You are looking at the licensing Office staff: Employ by the Center then.. Yes. The inconsistency of the names of immunizations. (pertussis) Community centers are now afraid of being cited so they are not accepting and allowing students to observe Do you have any questions or Concerns at your campus? What are your concerns? What are the messages that you have been receiving?

Strong Workforce Initiative See Handout- Executive summary Has your college heard from CTE? What have you heard from CTE chair/Dean? Do you know your CTE contact person at your college? Do you know your Local and Regional contact? CTE Funding CTE funding must be based on labor market analysis (problems with ECE data) A little different from Perkins… State money, have mandates and awarded the money how ever they are used Money can be used for Program, hiring Faculty… but the college must contribute General Fund If the college doesn’t input General Fund then, they don’t get the money. They are regionally located Launch Board – 2 to 3 years old data.. Did students advance in their job after certificate or degree? Business/ entrepreneur - How many students are opening family child care or centers? Retention and Completion.. Certificate or classes and getting a job
