1. Background Pre-1980’s. Agricultural Research including coffee - DPI Early 1980’s - ISNAR/WB recommended major structure re-organization – Commodity Based Research Institutes; 1986 – CRI was established – first Commodity Based Institutes; 1991 - CRI and CIC

1. Background 4. CRI and CIC (1991): Amalgamation to ensure strategic industry driven/demand driven research; Research by Gov’t with input from private sector (through Board); Research – Extension Linkage established BUT still Poor; Internal Reforms (downsizing cost effective Service Delivery)

Terms of Reference Main Objective To provide sound analytical inputs into the program formulation process of CIC by undertaking detailed review of the coffee sub-sector in PNG Sub-Objectives Undertake technical audit of current and past R&DE activities; Assess the productive potential of the Coffee industry through detailed analyses of policies and economic importance, agro-ecological zones, production and productive trends and marketing systems and market accessibility; Assess the socio-cultural context and economic status of rural smallholder communities who depend on coffee for their livelihood; Assess the regional and international coffee trade collaboration; Support and contribute to the CIC Planning Taskforce in its Program Formulation Processes.

Summary of Findings Thematic Program Area - Information and Communication Farmer adoption rate is a contagious issue - still very low; Lack of capacity in Scientific communication ; Weak merger of research and extension - impeding effective flow of information; Scientific Publications has been low over 10 years; Communication, Information and Media integration vital to coffee industry. May need a strategic direction; Network Communication with stakeholders;
6. Summary of Findings Thematic Program Area - Legal and Policy Environments Current legal framework and statutory standing of CIC relevant; Relevant sub-policy for corporate governance required (eg. Employment and training/HR policies; Stakeholders not largely affected by CIC regulatory framework; Current status-quo of CIC Board needs attention; Need to relook CIC’s commercial interest;
