CGR2 Summary Proposals UNC Panel 18 October 2012

General CGR2 Aims Improve transparency and accessibility for all industry participants Reduce red tape by providing a greater role for the industry to govern itself Ensure that the governance arrangements of all industry codes can effectively support the large scale and complex changes facing industry in coming years

UNC Allow ‘fast track’ self governance: certain housekeeping amendments can be made by unanimous panel agreement, subject to parties/Authority having opportunity to object Change self governance appeal window: to begin at ‘publication’ date rather than ‘decision’ date. In light of this potential change, also consulting on reducing appeal window to 10 working days Transfer Agency Charging Statement from GT licence to UNC governance

General The CGR2 consultation also includes: Draft self governance appeals guidance Our view that guidance on applying the self governance criteria is not necessary Clarification that self governance ‘statements’ can be provided in the usual minutes of the panel meeting, provided these are sent promptly to the Authority Clarification that CACoP compliance is with the 12 Principles; the additional detail/templates is best practice rather than mandatory Minor amendments to CACoP following review earlier this year

Proposed timeframe Responses to consultation – 23 November 2012 Publish conclusions/way forward and statutory consultation on licence modifications – January 2013 Licence modification directions issued – February 2013 Licence modifications take effect – April 2013 Code modifications made by – July 2013* *BSC, CUSC and UNC changes expected to be more straightforward and could be done quicker
