(Cambodia) Strategic Program for Climate Resilience A general overview Brief description of (Country’s name) SPCR : Country context Cambodia was one of the first selected among 17 pilot countries (including two regions) for the Pilot Program for Climate Resilience (PPCR) under the Climate Investment Funds General Objectives of the SPCR The TA project aims and SPCR to enhance resilience to climate change through strengthening institutional and technical capacity of national infrastructure ministries to mainstream climate resilience in development has been funded by CIF through WB of PPCR preparation and ADB in the implementation phase with approximately amounts at USD 96 millions Institutional arrangement National Council for Sustainable Development/the Ministry of Environment is the executing agency of the Mainstreaming climate resilience into development planning project

Brief description of projects composing the SPCR: Mainstreaming Climate Resilience into Development Planning Outcome Sustained institutional and technical capacity to integrate adaptation concerns into development planning Package A Implementing MDB is (ADB and MoE). Main focus of the project is (coordination and capacity building on climate resilience, feasibility studies for adaptation projects and knowledge management) Package B Implementing MDB is (ADB and Plan International). Main focus of the project is (Civil Society Support Mechanism ) Package C Implementing MDB is (Ministry of Planning, National Committee for Sub-national Democratic Development/Ministry of Interior, Ministry of Women‘s Affairs). Main focus of the project is ( Sub-national mainstreaming, Gender Mainstreaming and Monitoring & Evaluations)

Project support to implement sector climate change action plans through: Capacity building in vulnerability assessment and adaptation planning methods Integrating climate change into sector policies, plans, procedures and standards M&E of adaptation and capacity building Enhancing capacity to finance CCA projects and funding proposal submission Knowledge products Tertiary curriculum on climate change adaptation – training of trainers at secondary and university levels

M&E working group has been established and meet regularly; Baseline data collection has been collected referring to 2015 as base years Score cards for 5 PPCR core indicators have been updated in every semester for M&R of 7 SPCR investment projects Regular SPCR Coordination meeting organized as part of Package A Strong commitment of government in coordination and mainstreaming of climate resilience in development planning Increased level of familiarity of PPCR M&R concept, tools and processes Proactive collaboration among different stakeholder groups and increased awareness of progress on mainstreaming climate resilience at various levels Contributed to the development of Cambodia’s national climate change M&E framework

Progress of Core Indicator 3,4,5 as of 2016 Indicator 3: Quality and extent to which climate responsive instruments/investment models are developed and tested Indicator 4: Extent to which vulnerable households, communities, businesses, and public sector services use improved PPCR supported tools, instruments, strategies, and activities to respond to climate variability or climate change Indicator 5: Number of people supported by the PPCR to cope with the effects of climate change Note: core indicators 3, 4, 5 have progressed , being included in EIA report’s review, as drafted toolkits with four ministries ( MRD, MPWT, MAFF and MWRM) , vulnerable populations and female (project proposals ) into designed implemented, Package 3 : has been worked by Plan International of Cambodia ( 19 NGOs with 19 provinces) and the NCDD ( National Committee for Democratic Development , Through Biodiversity Corridor Conservation (BCC) of GMS established BCC of Protected Area System more than 4 millions ha. All achievements /progresses are under highly and ideally leadership by HE Say Sam Al, Minister of Environment of Royal Government of Cambodia .

(Cambodia) experience with the PPCR M&R system What were the main challenges found with the PPCR M&R system? PPCR indicators are not yet integrated in NSDP and sector climate change action plan by expecting in 2018. The M&E units of sector ministries and MOP are just started to aware of the PPCR results framework; There is still lack of capacity and resources for field validation of the score cards There are two parallel M&E systems used by sector ministries, namely the twin track approach “Tracking Adaptation and Measuring Development”(TAMD) and the Ministry Strategic Budget Framework (MSBF) initiated by MEF as part of a Public Financial Management Reform (PFM) financed by ADB in 2007 (it consists of planning form, monitoring form and evaluation form). The implementation of SPCR projects is slow and the adaptation effectiveness may not be easily captured during project implementation. The M&E officers of the projects still are not comprehensively aware of the PPCR results framework. There is clear institutional arrangement of project design that may sustain the mainstreaming the PPCR results framework but it take times.

(Cambodia) experience with the PPCR M&R system Main Challenges (Cont’) In the case of grassroots community level adaptation work conducted under Package B with Civil Society, the project can only inform 3, 4 and 5 out of the 5 SPCR core indicators, and indicator 2 to a lesser extent. The first indicator does not apply to community level work. There are two parallel systems for core indicators: the SPCR Core Indicators, and the CCCSP National M&E framework which need to be juxtaposed to each other in project reporting to make sure all elements are informed, on top of additional project specific indicators. In terms of stakeholder participation, not all the relevant participants attend the PPCR M&R meetings not including local communities. High staff turnover, causing non continuity of same staff participating in PPCR M&R meetings Improvement of sufficient information sharing among stakeholders -

Improved institutional framework at national and sub-national level Promoting awareness of PPCR framework among M&E units More Training of M&E units on the use of score cards and data collection tools Develop reporting format that can be easily understood and consistent with national reporting framework Develop web-based information management system to share M&E report and related knowledge products.
