CHF Sector Priorities Facilitate humanitarian access to at-risk populations, resuming market access. Restart daily livelihood activities. Support to conflict and disaster affected communities, including IDPs by construction of ; semi permanent community centers, rehabilitation of canal drainage, flood prevention infrastructure. The BI sector is one of the important sectors with in the humanitarian work plan. The sector agreed to have 2 priorities for CHF (access to affected people by war ,help them return homes, resuming daily markets activities, selling ,buying increasing the daily income, and restart the livelihood + support affected communities by rehabilitation and construction of community centers) Facilitate access will let affected people getting food from commercial actors and do the daily trading activities.

The current trend for IDPs,returness in WD decided to take it as a priority Although we projects in Kasala and WN but the TRG did not select them as a priority for the sector White Nile South Kordofan Blue Nile
Describe the sector strategy for addressing the priorities . Target most urgent needs: most affected areas and critical gaps. Seasonality: maximize dry season rehabilitation for quick impact. Value for money: cost effectiveness. National NGO capacity building: especially areas of restricted access Gender and Environment Markers: core values for best practice Select projects that targeted most urgent and affected people ,projects which covers critical Basic services needs. An important strategy is the seasonality, BI projects need to start before the rainy season. Take the added value of the dry season. Value for money was considered in cost effectiveness ,realistic budgets, low indirect cost and proactive operation costs. Support HWP/CHF strategic objectives, increase the capacity of local actors and support NGOs. GM : Ensured all gender issues are reflected in the project proposal. Gender mainstreamed at all project components. This year we were 0 blind in GM.(GM in sector needs assessments ,Project outcomes and activities ) EM : Since Environment is critical to BI Projects the TRG ensured the use of friendly environmental materials, such as (Soil-Stabilized-Blocks (SSB) or Cement-Stabilized-Blocks (CSB)) which are not environmentally damaging.

Include targeted beneficiary population:- Blue Nile : Assessment identified 100,000 affected people. West Darfur : Three needs assessments Identified a total of 200,000 IDPS. Assessments in WD IDPS,returness, Lack ,poor quality access roads are a major problem affecting overall access to livelihoods and basic services. Floods and rainy season increase the suffering of people.(seasonal returnees, recent migrants, and nomadic populations. Movement related to crop cultivation and seasonal livestock movements, as well as the ability to trade and access markets for buyers, sellers, and laborers, has been hindered by poor roads. improving accessibility of feeder and major roads leading through Sirba – Krenek – Gneina localities , wadi crossing points within these roads SK lack of a functional road network HINDERED LIVLlihood strategies of all groups in south kurdofan. Migration related to crop cultivation and seasonal livestock movements, access to markets for buyers, sellers, and laborers has been hindered. collection of firewood, fodder, and wild foods. CROSSING POINTS help daily activities. BN to improve humanitarian access in the isolated areas like Baw and Tadamon Localities and critical to improve the lives of targeted beneficiaries through increased access to markets and services South Kordofan : Assessment identified 200,000 IDPs and refugees.
Why is CHF funding critical right now to meet these sector priorities Why is CHF funding critical right now to meet these sector priorities? (i.e. what would happen without funding for 6 months) Urgency to start and implement projects before the wet season (May 2012). Ongoing IDP returns need support to access and resume former life and livelihood in functioning local markets. Criticality of timely access for other sectors (Health, FSL,NFI.. etc) for safe humanitarian operation. Take benefit of the dry season, wadies make difficult to do any humanitarian operations ,many localities will not be accessible when it comes to rainy season. All IPDS,returness need quick intervention to get access to resume their daily work. Support other sector reach and enable them to reach vulnerable people.
How were value for money and low indirect costs ensured? The TRG emphasized quality in project selection: cost, scope, schedule. Where necessary, project budgets proposals were revised. Projects were selected based on immediate access by sector partners. Monitoring and Evaluation to be carried out by the TRG/SL: Monthly Progress Reports. Gantt Chart. Field Visit. Review/Progress Meetings . Consider CHF policy to have a quality projects ,targeted the stakeholder needs. To enhance value, all projects were revised and well cost breakdown. All projects in SK,BN will be implemented through national NGOs to ensure value of money. Value for us goes beyond allocation and disbursement of money ,this sector mechanism for M&E.
