5/10/2013 The Fund has been helping families recover from natural disasters for decades, starting the early 1970s. History about our response. It’s been mostly flood and highwater events. The topography keeps tornados to a minimum, we don’t have earthquakes or serious fires but sometimes hurricanes from the Gulf cause the flooding.

Flood Wall, Williamson WV 5/10/2013 Flood Wall, Williamson WV One example – the U.S. Army Corp. of Engineers installed this floodwall in the town of Williamson in the late 1980s. This city had been effected by high water an estimated 37 times over the last century. Our role was to help with flood mitigation – we developed subdivisions out of the flood plain and elevated houses above recorded flooding levels. Every other time the state has experienced flooding, we’ve been called on to help.

Some areas were hit with as much as 10 inches of rain in 12 hours. 5/10/2013 June 23, 2016 Some areas were hit with as much as 10 inches of rain in 12 hours. According to the National Weather Service, this was 1000-year event for Fayette, Greenbrier, Nicholas and Summers counties. 23 confirmed fatalities. 5/10/2013 Developed Rebuild West Virginia July 2016 as a direct response to this weather event. Rather than deploy a response team, we worked with volunteers and case workers already on the ground. (V.O.A.D) They directed those in need to the Fund. Shortly after, we developed Rebuild West Virginia. From a loan-orgination standpoint infrastructure in place to get off the ground pretty quickly. VOAD, Voluntary Organizations Active in Disaster, being the lead agency, working with FEMA and the National Guard, to assist victims directly. VOAD has been around since 1970, is in most states. Some of the more active for us were Catholic Charities, Mennonite Disaster Services and United Way.   They did initial intake and then sent us victims whose needs were a fit for our resources.

5/10/2013 Disaster recovery assistance targeted to individuals and families at or below 80 % of area median income for their county of residence and have exhausted all avenues of federal assistance. What is it?

$15,000 per household for repairs. $40,000 for full replacement. 5/10/2013 Limited to: $15,000 per household for repairs. $40,000 for full replacement. except for the lowest of incomes, below 30% AMI, our loans were repayable as we needed to ensure that our fund balance for future disasters was replenished.

The program helps Install a new septic system or pay for them to tie into an existing public treatment system. Operates within non-emergency programs. long-standing program offered in cooperation with DEP. A rare program that has no income limits since it’s not our dollars.

5/10/2013 For those who decide to relocate out of a designated flood zone, relocation assistance of up to $5,000 may be provided. Can be used for moving expenses, utility hookups, site prep for new manufactured home.

Rebuild West Virginia Before: 5/10/2013 Most visible sign of success are in the town of Amma in Roane County, about 35 minutes from Charleston, the State Capitol. The new home were all constructed in the same general area, but the foundations were raise out of the flood zone.
