Operational Employment EXERCISES SUPPORT: EXECUTION PHASE EXERCISE DEDICATED RMMP SUPPORT THE INFO SHARING COORDINATION BETWEEN NOCS NOCS DIRECT INVOLVMENT IN THE EXECUTION LOCAL RMMP MANAGER CLIENT FUNCTIONS SUPPORT THE DECISION MAKING PROCESS AT OPERATIONAL LEVEL ON THE JOB TRAINING PLANNING PHASE CREATION OF A DEDICATED FOLDER IN THE DOCUMENTAL AREA OF PORTAL SPREADING AND SHARING OF OPERATIONAL DOCUMENTS AND INFORMATION PLANNING ACTIVITIES COORDINATION NOCS INVOLVMENT IN THE PROCESS Already in the planning phase of exercise, the V-RMTC is useful to ease and support the process. Firstly a dedicated folder in the documental area of the portal is created by the DFH where the OCE can post all the exercise related documents, through CINCNAV VRMTC. Using the FORUM, and the other available tools, it is also possible to spread out and share the main information regarding the activity as well as the coordination of the process itself, having a pre-established reliable 24/7 connection between the NOCs that can work as entry point for every participating nation. With this regard, the NOC are deeply and directly involved in the exercise process. (click) During the execution phase, the importance of the V-RMTC stands on the possibility to create and share an exercise dedicated RMMP (Recognized Maritime Merchant Picture) focused on the Operation area, to support the sharing of information and the coordination between the NOCs for the building of a reliable and more detailed common operational picture. The NOCs are then more directly involved also in the conduct of the exercise having an active role and not only being observers. Having the possibility to designate a suitable unit or a NOC as Local RMMP manager, it will collect the information from the participating units and forward them to the DATA Fusion Hub for the subsequent insertion on the system. When a ship with satellite connection is available in the force, she can act as client herself, being assigned, upon request, a dedicated account, and directly insert the local RMMP data into the system. Every exercise grants a fruitful and an effective on the job training to all NOC. Furthermore a member state can request a dedicated training to perform in CINCNAV NOC or in OCE NOC by CINCNAV trainers deployed there, as already done during CANALE and SEABORDER activity

Support tools MERSIT (MERchant vessels SITuation) is the formatted-message created to exchange the information from clients to the DFH server. MERSIT client allows NOC to create new arrival/departure and navigational track showed respectively , on the MAP as green/red dots and yellow triangle.
CPX phase INFORMATION SHARING The V-RMTC, at operational level, is useful to coordinate and support common interest activities via its tools, (click) mainly: DOCs area with dedicated folder, where documents can be published (click) Chat and FORUM, which allow to spread out the main information regarding the ongoing activities and to solve, in real time, any urgent matter(click) Encryped and signed Email in order to exchange “secure” information. All these applications are alse used to carry out the remote, technical and operational support by Italian NOC. This framework, so configured, is a fundamental system in support of the decision making process at operational level (NOCs). (click)

The CIS structure foresees two separated networks: the first one, where act an RMMP manager that merge all information provided by forces at sea and a second one, where NOC are providing their contribution. Both are merged by Data Fusion Hub, located in Rome, and shared by MAP on web portal. RATT - VOICE
