Relevant provisions of the UNFCCC Article 4.5: “The developed countries and other developed countries in Annex II shall take all practicable steps to promote, facilitate and finance, as appropriate, the transfer of or access to environmentally sound technologies and know how to other Parties, particularly developing country Parties, to enable them to implement the provisions of the Convention.”…...

Relevant provisions of the UNFCCC Article 4.7: “The extent to which developing country Parties will effectively implement their commitments under the Convention will depend on the effective implementation by developed country Parties of their commitments related to financial resources and transfer of technology…….”

Beyond Marrakech: Emerging Tasks: Technology Information Organize an expert workshop on technology information to elaborate on options for the establishment of a clearing house and enhancement of information centres and networks Provide a report on options and recommendations to SBSTA 16

Beyond Marrakech: Emerging Tasks: Expert Group Expert Group on Technology Transfer - To organize a preparatory meeting to develop a work programme - To provide a report to SBSTA16

Goals of the expert meeting Provide the SBSTA with technical advice on available tools and methodologies; Identify the different barriers and means to overcome these barriers; Discuss the processes and main elements of technology needs assessments; Recommend to SBSTA tools, methodologies and processes in assessing technology needs; Describe potential follow-up activities that may be pursued by the different stakeholders.

Expected outputs of the meeting Compilation of technical papers for reference by the SBSTA and other interested Parties; Identification of tools, methodologies and processes Identification of possible follow-up activities/actions of the different stakeholders after the process of identifying technological needs.

Next Steps To provide a report on options and recommendations on methodologies for needs assessments to SBSTA 16; To organize a side event at SBSTA 16 to present the outcome of the workshop; To accelerate our work and to consult with relevant IGOs for their support on possible follow-up activities/actions related to technology needs assessments.
