Guide Strawman Approach 27 April 2017 American National Standard Guide for Best Practices for Electromagnetic Compatibility ANSI PC63.28 Guide Strawman Approach 27 April 2017 ANSI C63® , SC2

Best Practice - ANSI PC63.28 PINS Title: Project Need: American National Standard Guide for Best Practices for Electromagnetic Compatibility Project Need: This guide provides comparisons of best practices that, based on past successes in a wide variety of settings and performed consistently, result in better performance, lower costs, and higher quality products with respect to EMC compliance. ANSI C63®, SC2

Best Practice - ANSI PC63.28 PINS (continued) Stakeholders: Commercial Equipment Manufacturers, US Department of Defense, EMC Test Laboratories Scope Summary: This guide provides best practices for EMC design of electrical equipment developed for commercial and military applications. It provides detailed comparisons of EMC requirements delineated in major national and international commercial and military standards. Differences in limits, frequency ranges, and procedures are compared and their relative significance to EMC design is assessed which may provide a basis for quality acceptance of equipment to reduce the cost and need of additional testing. ANSI C63®, SC2

General Contents Description of EMC Requirements US Commercial: FCC, C63 US Military: MIL-STDs International EMC Standards (Commercial, Military) Approach to choosing EMC requirements Equipment type, intended use, and environment Flow chart of EMC requirement selection Impact of choice on EMC Design EMC Design Considerations Comparison of EMC Standards US Military vs. Commercial1 Gap analysis and risk assessment for use of equipment developed / EMC tested for Commercial use for Military 1. Level of detail for comparison of Military and Commercial EMC Standards TBD ANSI C63®, SC2

Table of Contents ANSI C63®, SC2 Overview Normative references Scope Purpose and application Normative references Definitions, acronyms, and abbreviations Definitions Acronyms and abbreviations EMC requirements and standards Military US and NATO Commercial C63 standards Other national/international EMC standards EMC requirement selection process Approach (to include requirements flow chart) Factors Environment and intended use Equipment type Impacts Design to meet EMC requirements EMC standard comparisons US Military and Commercial Commercial National and International ANSI C63®, SC2

General EMC Requirements First Guide revision to focus on US Military and Commercial EMC Standards Military Standards: MIL-STD 461G, MIL-STD 464C Military Handbooks: MIL-HDBK 235C Commercial EMC Standards to be considered will be General Non-Product Specific US National and International (e.g. C63, FCC, DO-160, IEC 61000 Series) Military EMC Standards will focus on US, but will also review NATO STANAGS (i.e. AECTP 250/500 Series) ANSI C63(r), SC2

EMC Requirements Selection EMC requirements selection driven by Equipment: Application/Use Type Environment (e.g. MIL-HDBK 235) Requirements selection process to be outlined in a flow chart May be single combined process or separate processes for Military and Commercial TBD Tailoring requirements for Military applications may be covered at high level Tailoring for Commercial applications? ANSI C63(r), SC2

EMC Design High level overview of EMC design to meet EMC requirements Key design elements that are driven by EMC requirements Shielding Grounding Bonding Filtering References for EMC design to be listed (e.g. EMC Engineering by Henry Ott) ANSI C63(r), SC2

Comparison of Standards First guide revision of comparison study will focus on review of US MIL-STD-461G vs general Commercial EMC standards listing relevant EMC test methods available (e.g. radiated emissions, conducted/radiated susceptibility) at high level (e.g. frequencies) C63 Standards vs US Military Standards vs. Other Commercial (e.g. 461/464/1399, IEC 61000) Follow-on revision comparison studies will evaluate detailed differences (i.e. procedures, limits) between MIL-STD-461G test methods vs general Commercial EMC standards and discuss impact, and expand comparisons between Commercial EMC standards ANSI C63(r), SC2

Gap Analysis and Risk Assessment High level gaps will be identified between MIL-STD 461G and general Commercial EMC Standards EMC risk assessment process/methodology will be outlined for use of Commercially developed items for Military use Case study similar to Terma Scanter Radar Example in future revisions of guide. Reference to case study during first guide revision. References for standards comparisons and risk analysis: ENGINEERING PRACTICE STUDY, Results Of Detailed Comparisons Of Individual EMC Requirements And Test Procedures Delineated In Major National And International Commercial Standards With Military Standard MIL-STD-461E, Dated 2 March 2001 COTS E3 Working Group Final Report, Dated May 2011 ANSI C63(r), SC2
