BACKGROUND Sierra Norte Land Holding, Inc. has submitted a 2-part request regarding access & road improvement requirements to private golf course facility (dated 6/11/10) Request was amended on 6/25/10 to focus only on Sierra de Luna (Request #1) (see Addendum ) Subject area is part of Sierra Norte master plan Sierra Norte Land Holding, Inc. has submitted a major amendment to Sierra Norte master plan for a rezoning and concept plan approval for Metro Verde South Under staff review CC approved original Metro Verde concept plan Sierra Norte Land Holding, Inc. also submitted an amendment to original Metro Verde to include the area of the golf course Amendment was recommended for approval by the Planning & Zoning Commission Amendment has not yet been forwarded to City Council for final consideration

CLC Design Standards: Sec 32-36

REQUEST #1: Sierra de Luna Existing private road Currently improved and is 24-feet wide Applicant’s request is to not expand existing road Applicant is willing to expand per direction of City Council (with exception of street lights) DRC (4/1/2009) conditioned the use of the road to be limited to emergency/construction vehicle access only – no public access allowed to utilize the golf course (see Attachment “C”)

REQUEST #2: Sonoma Ranch Boulevard CLC already has dedicated ROW of 120-feet Applicant is required to provide equivalent of minor local roadway for purpose of minimum access Classified as Principal Arterial; arterial improvements will come at time of adjacent development Applicant proposes to build east 2 lanes (includes all utilities) Does not include sidewalks, multi-use path, streetlights, landscaping, or irrigation Will install when adjacent development occurs Pavement design will follow CLC standards

CITY SERVICE IMPACTS: Request #1 Community Development: Encourages private road to be greater than 24-ft in width & contain a cross-section that is multi-modal Facilities: Does not anticipate negative impacts for temporary service to private golf course; CLC not responsible for any parkway maintenance as it is a private road Public Safety: Meets access requirements for 2006 IFC; Additional improvements would be beneficial as road serves as single access point to private facility; Concerns with CLC ability to enforce traffic regulations on a private road Public Works: Applicant should widen road to ensure roadway is a safe route for public to private facility Utilities: No CLC utilities in roadway; any future development will require pavement cuts for future utility installation; Sewer line and a lift station must be constructed prior to opening of maintenance building & pro shop

CITY SERVICE IMPACTS: Request #2 Community Development: Any immediate construction of road improvements to SR Blvd and/or Arroyo Rd contain components that support multi-modal transportation and not a cross-section that benefits vehicles only Facilities: Has concerns about short-term & long-term maintenance of ROW for proposed phased approach on SR Blvd & Arroyo Rd Public Safety: Deviation to cross-section does not negatively impact emergency services and complies w/ 2006 IFC Public Works: Concerned w/ “piecemeal fashion” approach; CLC will not accept operation/maintenance until built to CLC Design Standards; Developer will have to maintain (will need letter from developer agreeing to maintenance responsibility) Utilities: Utility locations are subject construction plan review & approval

COUNCIL OPTIONS Vote “YES” to approve Resolution. Allows SNLH, Inc. to begin a 2-step process: (1) Minimum access to private facility is allowed using Sierra de Luna as private road and it will remain in its current state; and (2) Prior to issuance of CO for permanent clubhouse facility and/or prior to CLC accepting residential/commercial subdivisions, SNLH, Inc. will build SR Blvd as proposed and Arroyo Rd as originally proposed. Vote “NO” to deny the Resolution. Denies SNLH, Inc. ability to deviate from CLC Design Standards for purpose of minimum access to private golf course facility. Modify the Resolution and vote “YES.” Council may choose to amend Resolution pursuant to applicant’s addendum request. Council may modify proposal so that design of Sierra de Luna, SR Blvd, and/or Arroyo Rd is sensitive to multi-modal transportation; Council may condition applicant’s proposal to satisfy concerns regarding general liability along a private and/or public roadway not built to CLC Design Standards; Council may condition proposal to satisfy concerns regarding short-term/long-term maintenance responsibility along a private/public roadway. Table/Postpone the Resolution and direct staff accordingly.
