Observational networks Sparse surface and upper air stations network A number of stations not owned by NMHs Poor infrastructures Outdated meteorological equipment and buildings Lack of maintenance and calibration Lack of human resources: deficit of observers and lack of qualified staff Deficit of observers Lack of qualified staff poor telecommunications for data transmission and reception Limited financial resources

Sparse network and quality of data

Quality management system ICAO constrainst ??? Some countries develop procedures for a quality mangement system and went through certification: South Africa, Kenya, Morocco, Egypt, Nigeria and ASECNA countries How about the other countries?

Observations from space Aircrafts (AMDAR) Radar very few; often unoperational or under used; maintenance problems Rely on others satellite and EU-AU projects (PUMA, AMESD, MESA) for acquisition, processing and visualisation systems. South has Africa has launch some environnemental satellites. Kenya, Nigeria and Egypt have projects Now AMCOMET space program Meanwhile RAI needs to be ready for MTG. Will GMES catter for the Met Services and provide infrastructures? RAIDEG is working with EUMETSAT to optimise the data sent to ARI as the volume of data will be huge (x100 than MSG) and EUMETSAT has bandwidth constraint

Data archiving & databases Lots of data on paper and microfish Heterogenous datasets from the same country: Which one is right? Difficult to get a good series of climate data; lots of gaps for many reasons (stations closed for wars or lack of staff, or insecure buildings ) to derive products for climate services in line with GFCS Unqualified staff to manage the databases Lack of archiving servers

GTS in Africa

WMO introduced WIGOS A framework for integrating WMO observing systems and WMO contributions to co-sponsored observing systems, … for better planning, operating and delivering observations to meet user needs, to enable more efficient and effective service delivery.

WMO introduced WIS A web based system, built on the GTS Easy access to data through web search like google data coded using standard defined format to allow easy exchange Lots of advantages but needs qualified staff adequate infrastructures and telecommunications

To conclude: we need to invest a lot on Infrastuctures Telecommunications Capacity development
