Was there good coverage by Integrated Projects and/or Networks of Excellence of the priorities? 2. What reactions from the proposers did you observe at the level of the proposal preparation/submission with regard to the New Instruments? Information/understanding of the concepts Preparation of proposals (paper work) Setting up of partnerships 3. How did the evaluation process of the New Instruments proposals go? Understanding of criteria by the experts/evaluators Quality of proposals

If yes, do you know the reasons for this?  4.  To what extent do the proposals for the New Instruments involve top players in the research field concerned? Do you consider that some top players could have been involved but were not? If yes, do you know the reasons for this? How did you manage the cases where some important top players were lacking? Are you satisfied with the degree of involvement of industry

5. What can you say about the situation of the small players (small and medium sized enterprises, small research teams, actors from small countries and Candidate Countries) in the proposals for the New Instruments? ·        Similar to this under previous Framework Programmes ·        Better than in previous Framework Programmes ·        More difficult than in previous Framework Programmes?   6.   How did the contract negotiation go? ·        From a timing point of view ·        From the content point of view (evolving partnerships, cut of budgets..)

  7.   What did you do during the contract negotiation phase to protect the small players? 8.   How did you manage to assess the degree of integration planned in the proposals of Networks of Excellence? 9.    Did you have to face oversubscription in your field? What do you intend to do to avoid this in future?

10. What aspects do you think should be improved in the future calls?     Focussing of the calls (theme and instrument)?         Information provided to potential applicants?         Briefing of the evaluators?         Profile of evaluators?         Scope of the evaluation?         Guidelines for negotiation?         Implementation modalities of the New Instruments? If yes, which ones?

11.   What kind of concrete impact do you expect from the selected IPs and NoEs ? 12.   What would be at this stage your assessment of the New Instruments with regard to the objectives that governed their conception and implementation?
