Navy Defense Travel System Improper Payments Dashboard October 2017 September 2017

Navy DTS improper payments reduction strategy BLUF: DON FMO has developed an excel-based improper payments dashboard in support of its efforts to reduce the Navy’s DTS improper payments (IP) rate below the DoD FY17 goal of ≤ 4.46%. Targeted Approach. The dashboard provides leadership with a tool for conducting targeted IP rate reduction activities by identifying: BSOs that contribute the most to the Navy’s overall IP rate Error Codes that have the largest impact on the Navy’s overall IP rate Navy DTS Improper Payments Dashboard calculates the Navy’s performance across each of the 19 BSOs based on sampling results from DFAS DFAS, ES&S Team Reviews Sampling Results Monthly Post Payment Reviews conducted at 19 BSOs NAVAIR FSA BUMED CNIC BUPERS FFC MSC AAUSN RESFOR ONR NAVSEA NSMA NAVSUP ONI PACFLT NAVFAC SPECWAR SPAWAR SSP Navy DTS Improper Payments Dashboard Data Flow Illustration

Reducing improper payments through data driven decision making The dashboard provides three layers of insight into Navy DTS improper payments, highlighting the areas of greatest opportunity for improving the Navy's IP rate. 2 3 1 Navy Performance BSO/Error Code Contributions BSO Performance Functionality: Calculates the Navy’s IP rate and the estimated amount of improper payments across each quarter Value: Tracks the Navy’s IP rate performance on a monthly and quarterly basis which facilitates future trend analysis Functionality: Highlights each BSO’s contribution to the Navy’s IP rate and the Top 5 travel voucher errors based on their contribution to the IP rate Value: Identifies BSOs that have the greatest opportunity to reduce the Navy’s IP rate, and focuses effort towards root cause analysis and corrective actions of the Navy’s Top 5 Error Codes Functionality: Displays the error codes found and the extrapolated amount for each error across BSOs (Top 5 Error codes highlighted in blue) Value: Provides visibility into errors found during post payment reviews and the impact each error code had on each BSO’s IP contributions 1 2 3

Dashboard Enhancements DON FMO strategy moving forward BSO Assessments DON FMO will collaborate with various stakeholders (i.e., DON DTS PMOs, BSO program offices, etc.) to develop corrective action plans for the FY17 Top 5 Error Codes; these assessments will lead to BSO-specific, tailored solutions. FMO Webpage DON FMO will upload the Navy DTS dashboard on the FMO webpage. Dashboard Enhancements DON FMO will implement DTS dashboard enhancements, specifically targeting opportunities to align enhancements with DON tools that currently exist (i.e., AO performance reports, historical trend analysis, etc.).
