Recommendations of the Redistricting Advisory Committee Regarding Proposed Supervisorial District Boundary Changes Public Hearing June 14, 2011

Overview Following each decennial federal census, the Board using that census as a basis, shall adjust the boundaries of any or all of the Supervisorial Districts of the County so that the districts shall be as nearly equal in population as feasible.

RAC Review and Analysis Reviewed and analyzed census data. Created a redistricting web application www.sjgov.org/board Established criteria for proposed supervisorial district.

Criteria Disruption/displacement of existing districts shall be minimized to the extent possible. Disruption/displacement of existing communities shall be minimized to the extent possible. The use of census geography shall be limited to the Block Group level if possible. District boundaries shall be as simple and compact as possible. District boundaries should follow recognizable major physical features where possible. No district shall be altered so as to displace a sitting Board member. Population of all supervisorial districts should not vary by more than 1% overall (biggest vs. smallest). “Group of interest” shall be kept together to the extent possible. The Primary Zone of the Delta shall be included in three districts if possible.
