Statutory Requirement TEC §12.1181(a) requires the commissioner to develop and by rule adopt performance frameworks that establish standards to measure the performance of open-enrollment charter schools. The performance framework is intended to provide parents, the public, charter operators, and TEA with a snapshot of each charter's academic, financial, and operational performance. © Texas Education Agency 2016
