Winnipeg Police Service – MPU/CEU 1 Sergeant – oversees Missing Persons and Counter Exploitation Unit 3 Detective Sergeants 12 Detectives 4 Full-time Missing Persons Coordinators

Shifts 6 Detectives – A-side 6 Detectives – B-side Rotation – Each side – works a rotation of one week Days/ one Evenings 7 days/week

Primary Mandate The Missing Persons Unit works to provide a timely and coordinated response to persons reported missing, understanding that emergent circumstances, depending on the vulnerability of the missing person require a more concentrated use of police and community resources, simultaneously providing compassionate and accountable support to reporting persons

Prioritizing Missing persons Missing persons is a case by case procedure Priority is given to the following: Children Elderly Vulnerable High Risk Youth- as identified by CFS Anyone who has gone missing under circumstances outside their normal pattern of behavior

PARTNERS Winnipeg Outreach Network: WON is a network of outreach workers, functioning together, reaching out to anyone street involved. Including youth, exploited youth and adult women, transgender and males, homeless, transient, gang involved, children in care and not in care The purpose of WON is to provide information and resources

Street Reach Initiative – started in 2009 Goal: Target High Risk Victims, Locate them and provide them with resources. Child under the age of 18 Involved in prostitution/being sexually exploited Harmful drug/alcohol use Involved with criminal networks Extreme prior victimization Street reach works daily with WPS to locate missing youth and provide them with various resources such as the Crisis Stabilization Unit The Crisis Stabilization Unit is a secure facility for youth to feel safe from the street.

Limitations We are extremely limited in facilities for youth suffering from addictions We lack out of town placements for children who need to be away from the dangers of the city We lack secure facilities for our most vulnerable, at risk youth

Resources before,during,after The WPS often deals with families, and care givers lending advise in the hopes of preventing a child from going missing. Some of the resources offered are: School Resource Officers, Mobile Crisis, MissingKids.ca These resources as well as the previously mentioned partners are always provided to families, and caregivers

Speaking from Experience Our Counter Exploitation team recently arrested a 15 year old female who is actively exploited Our team asked her what she truly wanted and needed. Her response: A Family, Stability This female has been in the CFS system for many years and wants to be placed with a family outside of Winnipeg Our team is committed to working with CFS to make this happen and give this young girl a chance at a better life.
