Normative Concerns Group 1

Nature and Scope of Institutions 1. Watershed Committee: To be registered by a suitable mechanism Chairperson of this committee will have to have fund disbursement authority along with Secretary and PI (severally) Composition of the WC will have to be specified – providing assured space various social strata, resource user groups, economic under privileged.

Contd. 2. SLNA – Should have larger VO/NGO presence. Right now it provides for just 1 representative from VO/NGO sector 3. Maximum cap of 25% for NGO involvement should go. Any number of capable NGO can be involved.

Fund Pre Program funding is necessary for capacity building. Provision for some untied fund for capacity building of special kinds as and when necessary. Convergence of funds from other schemes like NREGA, SGSY etc. would be ideal in the same operational area. This would substantially increase fund per unit area.

Monitoring & Evaluation Greater emphasis will have to be there for Evaluation and Monitoring. Higher outlay in the budget for this can also be thought of. Mechanism for Evaluation system that would ensure physical matching of outcomes with the proposed objective.

Operational Scale <25000 ha scenario also have to be under ‘Dedicated and separate’ DWDU. Administering them under existing provision is not acceptable If extent of Watershed area is less than 25000 ha then contiguous districts may be clubbed to bring them under DWDU.

Misc. DPR has to address concerns of different strata e.g. Dalits, Landless, Women etc. Usufruct right for landless dfalits Differential spending or prioritized spending for land or social strata that are at higher distress level.
