IM role & 4W Matrix Presentation and discussion

Information Management Officer (IMO) for the Food Security Sector Close approximation of an IM Officer

What does an IMO do? FOOD SECURITY SECTOR The IMO’s role (ToR for the FSC IMO NE Nigeria): Key Responsibilities and Tasks: Data collection and information analysis: Report to the Food Security Cluster Coordinator and respond to the Cluster Membership’s needs for information; Provide IM services to cluster for key decision making, including managing the FSC IM Tool. These services will include data collection, cleaning, collation, analysis and dissemination processes relevant to the needs of the cluster. This may require building additional and appropriate capacity through the training of additional staff and managing, organizing, and conducting these activities; Proactively gather information from Cluster partners and other organizations which may be of use to the Food Security Cluster for informing decisions; Identify secondary data and information resources as needed; Organize and manage the data input and initial analysis and presentation of data for the Food Security cluster, including setting up the FSC IM Tool in accordance with the country context. Create, manage and maintain contact directories and mailing lists of Food Security Cluster partners; Establish, collect information for and maintain Who does What Where and When (4W) database and derivative products, such as maps with the gFSC Information Management Tool Based on collected data, conduct needs and gap identification for the sector; facilitating and agreeing benchmarks to enable prioritisation within the sector; Conduct inventory of and identify relevant common Cluster / Sector data sets, including population data disaggregated by age and sex; Develop simple, user-friendly emergency Food Security monitoring reporting formats in consultation with the local authorities, providers of Food Security assistance and other key stakeholders; Collect data on the humanitarian requirements and contributions ( financial, material, human – as appropriate); Other tasks: Liaise with OCHA and IM Focal Points in other clusters – share information as appropriate and identify and gather information from other clusters which can inform Food Security response and preparedness decisions; Assist in organizing and following up with FSC Meetings (including preparing and disseminating meeting minutes) Disseminate information, including through e-mail updates, bulletins, etc., Ensure the FSC website is kept up to date Provide inputs for various situation reports and information inquiries as needed Any other tasks that may be required (within reason) to achieve the objective of this assignment. Desired Responsibilities Produce maps of 4Ws, identified gaps, food security resources and needs as requested with GIS software as needed beyond the basic maps that can be produced with the IM Tool Conclusion The IMO is a data-hungry nexus in the FSS who will digest any data from the sector and analyze, summarize, and publish any data it gets his hands on. What is the 4W? - what - where -when - who “Who is doing what where”

What is the 4W? “- an activity database that provides a comprehensive picture of humanitarian food security interventions.”

4W Principles - minimum geographic area: WARD - activity type - targeted population type - HRP targets - cumulative for 2016 - partner data ownership

4W Outcomes - Sector coordination (activity mapping, contact sharing, sector updates.) - Gap analysis - OCHA dashboard - PMR - Donor communication - etc.

The 4W matrix TRAINING

Key points in filling out the matrix Minimum one line per activity type per LGA Ward/Camp level data is even better Household size (8 is the consensus) Are you targeting households or individuals? If targeting households, individuals will be extrapolated SADD! (Sex & Age Disaggregated Data) Actually a reporting requirement!, but… If you have it, please provide it. Cumulative for 2016 Not a monthly reporting! Any activity that takes place in 2016 Partners are owners of their data, and are responsible for accurate and updated information being submitted to the FSS NIGERIA FOOD SECURITY SECTOR Strengthening Humanitarian Response

Key population columns The population data and informations about the population targeted is the most critical part of the matrix: Column Information Comments Average HH size The average size of a household in the area targeted The consensus is currently 8 IPC/CH Level The food insecurity phase of the targeted population No. of households No of households targeted Same in both targeted and reached Disaggregated demographic data Target population in demographic segments. Provide it if you have it. Otherwise see notes on total TOTAL The total number of people reached or targeted This field will auto calculate if disaggregated data is provided, otherwise TOTAL represents one of two values: An actual count of indivduals. A factor of avg. household size and households. There must be a correlation between avg. HH size and total NIGERIA FOOD SECURITY SECTOR Strengthening Humanitarian Response

4W Scenarios FOOD SECURITY SECTOR Scenario #1 You have a planned food distribution program in three LGAs in Yobe state and 10 wards (Bursari, Geidam & Damatura) to IDPs in host communities. The project will target 3000 households in each LGA for 3 months starting in June 2016 and ending September 2016. The average household size is 10 in all LGAs. You do not have disaggregated demographic data on your target population. Answer: 10 lines of data Scenario #2 You have an agricultural inputs program targeting the most vulnerable populations in Northern Borno (Kukawa, Abadam, Mobbar) and 8 wards with 50,000 women-led households who will receive agricultural inputs in the form of seeds, tools and training for small scale fast-growing vegetable cultivation. The project will target each household once and is expected to take 2 months July to August 2016. The avg. household size is 8. Answer: 8 lines of data NIGERIA FOOD SECURITY SECTOR Strengthening Humanitarian Response
