Sample Siting Plans under the Revised Total Coliform Rule Rick Hiers, SC DHEC SCRWA RTCR Compliance Workshop Florence, SC • January 20, 2016 Specific requirement under RTCR

Sample Siting Plan (SSP) Topics SSP as part of Standard Operating Procedures (SOP) for coliform monitoring SSP requirements under Revised Total Coliform Rule (RTCR) SSP components 1. SSP is just a document that specifies where and when coliform samples will be taken, but are part of overall SOP. SOP is system’s, required by regs, under O&M section, but will include lab’s procedures. Communication is key – have each others procedures 2. Anything new?

SOP for Coliform Monitoring Written document Components SOP review/revision tracking sheet w/signature & date lines Title page with water system name & number, date prepared SOP contact person and contact information Purpose of SOP – Instruct, comply Lab needs to know about revisions that affect them

SSP Requirements Sites and schedule must be representative of water throughout the distribution system SSP is subject to State review and revision DHEC is not requiring SSPs to be submitted DHEC will review drafts, but not at the 11th hour Maintain on site, DHEC will review during sanitary surveys Must sample according to plan Complete no later than March 31, 2016 If have to move ( frozen, etc.), go to closest good site, note on form. If permanent move, revise SSP.
