Does streetlight prevent road crashes and can be a source of savings for the power consumption of an urban local body?? After this question we’ll discuss abt why this paper is needed and how it will answer ther question above…. Road traffic crashes should not be DISMISSED as the unfortunate culmination of chance, but are best considered as RISK factor dependent upon epidemiological events. 6/8/2012 RATE 12

Prevailing Condition ‘Road Crashes’ in the country have increased by 2.1% during 2010 compared to 2009. ‘Road Accidental Deaths’. During year 2010 with a total 4,30,654 ‘Road Crashes’ were reported and these crashes caused 1,33,938 deaths. During 2010, maximum ‘Road Crashes’ as to 69,282 were reported during 18:00 to 21:00 Hrs. (16.1%), followed by 46,176 (10.72%) during 21:00 to 24:00 hrs. During 18:00 to 06:00 (Night Hours) total traffic crashes were having 42.33% share of total. 6/8/2012 RATE 12

Objective: Optimization in streetlight usage and cost saving With an objective to identify the possible cost optimization for the energy consumption by streetlights, following methodology was adopted: Objective: Optimization in streetlight usage and cost saving Calculations of sunrise and sunset time for Surat for 10 years Find out time for excess energy consumption and service lapse due to timer system Apply energy rates for excess usage as per consumption based on kWH Find intervention on monetary savings Check on suitability for adaptive streetlight system Suggestion on best suitable adaptive streetlight system 6/8/2012 RATE 12

Sunshine calculations Sunrise and Sunset timings for Surat city were obtained for the duration 2001 to 2012 using software based on the algorithm mentioned in Almanac for Computers, 1990 and developed by Nautical Almanac Office, United States Naval Observatory, Washington, DC 20392 6/8/2012 RATE 12

Current Practice SMC has installed timers to operate major of the street lights Contractors are assigned to install the timers where time set is not precisely re-set as per seasonal variations in sunshine. General Operation, street lights are switched off at 6:00 to 6:30 in morning and turned on by 18:00 to 19:00 hrs in various localities. Where timers are having fault, the streetlight service suffers until a complaint/ observation is made and reported. 6/8/2012 RATE 12

Monetary comparison of the alternative: Present scenario: Suggested Intelligent streetlight: INR 104.63 lacs wasted per year. INR 4,093.86 lacs can be saved in a period of 15 years. Considering total capital investment and 4% maintenance cost. Approx. Cost of INR 2000 for converting the present street lights to intelligent ones. Capital investment of INR 3,209.25 lacs required based on all of present installation. Net saving of INR 884.61 lacs anticipated that can be leveraged in a span of 15 Years after Total Capital Cost Recovery for Installation. Anticipated cost recovery period is 8 years with Improved service level instantly after installation 6/8/2012 RATE 12
