II. eID cards/passports Bulgaria does not issue eID cards; The issuance of ePassports should commence from 31.10.2007; The process of introduction of ePassports will be long; The Recommendations of the ICAO related to the formats of the eData should be applied.

Conclusion The problems related to the digital identity management are due to various factors; A more general problem is the one related to the eGovernment concept; The difficult task to resolve some of the problems is assigned to the Electronic Governance Act
