Draft PANS-AIM Chapter 4 Content Overview  Development Background.  Guiding Principles.  Contents Analysis .  Issues requiring further deliberations.

Development Guiding Principles Draft PANS-AIM Chapter 4 Development Guiding Principles ● Key Principle - Complement Chapter 4 of draft amendment 38 to Annex 15 by amplifying the SARPs. ● Other Considerations Addresses the performing organizations i.e. to act as a reference for the AIS/AIM Practitioners). 2. Answers the questions: What aeronautical data and information must be collected, how is it to be collected and where applicable in what format?.

Draft PANS-AIM Chapter 4 Content Analysis The Structure ● Parallels Draft Chapter 4 Annex 15 but only covers aeronautical data and information domains whose SARPS require amplification; Aerodromes; Airspace; ATS routes; Instrument flight procedures; Navigation systems; Spatial data ●  Excludes items in draft Chapter 4 of Annex 15 that can be effectively addressed by use of guidance material.

Draft PANS-AIM Chapter 4 Use of the term Spatial data vs GIS Spatial data ● Spatial data are data that have a spatial component i.e data that are connected to a place on the Earth. ● Also referred to as Geospatial data or geographic information. ● It is the data or information that identifies the geographic location of features and boundaries on Earth, such as natural or constructed features, oceans, etc. Content Analysis

Draft PANS-AIM Chapter 4 Geographic Information System A Geographic Information System integrates hardware, software, data, and people to capture, manipulate, analyze and display all forms of spatial data. ● Although the use of GIS in AIM can be considered a “mature practice” globalization of procedures and practices to include software, hardware and people is not feasible. Such details qualifies as guidance hence suitable for Doc 8126 and Chart Manual. Content Analysis ●

Draft PANS-AIM Chapter 4 Use of the term Spatial Reference System(SRS) ● The Commonly mistaken for Coordinate reference system(CRS), Spatial reference systems provide a framework to define positions on the Earth‘s surface. Comprises of five components; -Geoid, -Ellipsoids, -Datum, -Coordinate reference system and -Projection ● Draft PANS-AIM includes the first four due to their role in data collection. Projection is not applicable in data collection hence good material for the chart manual. Content Analysis

Draft PANS-AIM Chapter 4 Repeated use of subtitle “Requirements and Procedures for collecting…….” for each data and information domain. 2. Use of the term Spatial data and spatial reference system. 3. Incorporation of AIXM features as part of data to be collected excluding metadata. 4. Item 4.4.(IFPD) to be updated for developments recommended by Stéphane DUBET in Slide 13 of Chapter 6 Presentation. 5. Any other observation made by members on the draft material.
