6 Month Trends for Leasing: All Programs HCV Program Leasing 6 Month Trends for Leasing: All Programs HCV Leasing Activities SFHA has started gathering lease-up and attrition data that will help us anticipate PBV leasing needs. SFHA will keep track of MOI leasing. SFHA has started gathering data that will track how the new payment standards (both HCV and VASH) affect lease-up rates.

HCV Program Leasing FY 2017 Leasing Overview HCV Leasing Activities Our confirmed port-out rate for all programs is 0.5%; our lease-up success rate is 52.8% but based on limited leasing activities; issued 1429 vouchers since October 2016.

Program Utilization & Leasing Key Takeaways SFHA is conducting VMS reconciliation to identify any misreporting to VMS that may have affected program utilization rates. SFHA has contracted with Casterline to assist with the reconciliation and staff training RAD Phase I final leasing is occurring. - Completed: 430 Turk, Eddy’s, 462 Duboce, 25 Sanchez, 227 Bay - Pipeline: 1880 Pine, 255 Woodside, 345 Arguello, 491 31st Ave, RAD Phased II final lease up has started for: 990 Pacific RAD Working groups continue to prove helpful for improving operational efficiencies Working with HSH on direct referrals with MOI to increase HCV leasing. The use of wrap around services should improve lease-up success rates. SFHA is working closely with HUD to maximize voucher utilization and to fully implement the HUD Two Year Tool. Working with Elite to provide accurate vacancy reports across entire PBV portfolio.

The confirmed June 2017 PIC Reporting rate for HCV is 100%. PIC Reporting and RAD SFHA expects reporting rate to maintain at 100%.

PIC Reporting Key Takeaways 100% is the confirmed reporting rate for HCV programs for June 2017. PIC reporting numbers fluctuate monthly based on Voucher Management System (VMS) reported voucher utilization numbers HUD requires that the SFHA reporting rate be at 95% or higher. PIC reporting rate has stabilized and is at 100%

Annual Recertifications and Inspections SFHA is at 95% for annual recertifications for June 2017 and 96% for inspections. Program FY16 June 2017 Annual Recertifications 94% 95% Annual Inspections 97% 96%

Operational Updates – Recertifications and Inspections Key Takeaways 95% is the confirmed Annual Recertification rate for June 2017. SFHA has reached STANDARD PERFORMER in this indicator. 96% is the confirmed Annual HQS Inspection rate for June 2017. SFHA has reached HIGH PERFORMER in this indicator and will be receiving maximum points. HCV team will continue monitoring productivity on a weekly basis to ensure both inspections and recertifications are addressed timely

SEMAP Preliminary Report June 2017 Score: 82.6%

SEMAP Trending Analysis The SFHA is monitoring SEMAP on a monthly basis. As of June 2017 SEMAP score is 83% projected Annual score 88%

Section Eight Management Assessment Program (SEMAP) Key Takeaways The SFHA is monitoring SEMAP monthly. An overall score of 60-89% will receive a standard rating per HUD. On July 17, 2017 the SFHA received confirmation that the FY16 SEMAP review resulted in a STANDARD rating The SFHA is working on submitting a waiver request to HUD for the FSS indicator before the end of FY 17 Obtained clarification on adjusted income reviews and are now scoring higher on this indicator

Department Activities Department Activities in Progress Department Activities Landlord Engagement Activities: Completed Landlord events on April 28th and June 13th. - Topics included: Rent increases, inspections, and lease enforcement Completed landlord survey result analysis Online survey accessible by SFHA website continues to collect responses. Audit Activities: No current audits occurring for the HCV program Audit results received for SEMAP confirmatory review and Single File Audit reviews – both require corrective action plans which are the focus for the next 30 days.
