Construction Management & Surveillance Opportunities Disclaimer: Construction Management (CM) as a service is defined differently by different organizations; this is how the Air Force uses it based on our acquisition vehicles Projects executed as Design-Bid-Build or Design-Build CM responsibilities usually performed by the Agent Agent provides construction surveillance GC responsible for Quality Assurance/Control Construction Surveillance/Title II Quality Assurance Provided by in-house personnel, A-Es, CM firms, or other service providers during construction Observation, inspection, and documentation of construction progress Provides the government technical interpretation of proposed changes

Construction Management & Surveillance Opportunities Agents for Air Force projects can be the installation, AFCEC, USACE, NAVFAC, or other entities Air Force may use Title II Quality Assurance when the installation or AFCEC is construction agent May be contracted out due to project location, required specialized expertise, high level of focus Roles of Title II QA are strictly controlled by contracting - QA/QC remains responsibility of the GC AF builds cost into programmed project Supervision, Inspection, and Overhead (SIOH) AF allows single projects to have multiple associated contracts: Construction, Title II, advisory, etc.

Military Construction (MILCON)

Air Force MILCON Projects Design Agent/Construction Agent – DoD component responsible for: performing contracting function overseeing technical execution Assumes “CM” role Agents for Air Force Projects USACE NAVFAC AFCEC (UK and British Isles) Alternate agent (<5% of portfolio) AFCEC Installation

Facility Sustainment, Restoration, Modernization (FSRM)

FSRM Program centralized at AFCEC MAJCOMs prepare and submit Integrated Priority Lists (IPLs) to AFCEC Projects are racked/stacked and released on an annual Construction Tasking Order (CTO) Can be authorized for Design or Construction Release on the list provides Authority to Advertise Includes cost, timing & “weaponeering” (execution) Projects can be funded in CTO year or year +1 Ex: Projects on FY18 CTO can be funded in FY17/18

FSRM Weaponeering Assignment of Execution Agent Primarily 3 Options Base Installation executed through local contracting USACE districts AFCEC (via Enterprise Procurement) CTO Provided to Agents and Posted Online Construction CTO (plus Environmental and Housing CTOs) available online at: http://www.afcec.af.mil/Home/Business/

FSRM Weaponeering FY18 CTO – 1,205 Projects, $1,910.7M Design – 322 Projects, $88.0M Construction – 883 Projects, $1,822.7M Other Includes: FAA, Troop Training, NAVFAC, DIO (UK), LBB (Germany), etc.

FSRM Weaponeering Divided into funding ranges Displays location, project number/title, agent and status (design or construction)

DLA Support

DLA-E World-Wide Quality Assurance Leveraging our worldwide Title II capability to provide full spectrum QA services Full-time onsite QA at selected locations – larger complex projects Periodic onsite QA inspections – smaller less complex projects Back office engineering support – review designs, submittals, as-builts, etc. 9 Active TOs valued at $18M

DLA-E Title II Services AFCEC/CFSD has awarded ~$18M in Title II task orders since FY15 supporting DLA-Energy fuels projects Across the globe at nine (9) centralized geographic locations Projected award of an additional $10M-$15M in Title II task orders in FYs 19-20 to renew global reach Utilizing A-E13DCS Contract support and CFSD-POL IDIQ Contracts currently under negotiation AFCEC Title II services are under the Architect‑Engineer (A‑E) 2013 Design and Construction Services contract awarded by the Air Force Installation Contracting Agency/772 ESS. This multiple‑award, indefinite delivery/indefinite quantity suite of contracts has a period of performance of 5 years and a program ceiling of $950 million.
