The Development of Statistical Business Registers in CAMBODIA

1. Introduction Cambodia jointed ADB pilot establishing Statistical Business Register for the first time. The pilot project aims to establishing Cambodia SBR which can be use for many purposes such as : 1 Reduce response burden on business survey, 2 support national accounts and other uses

2. Structure of the SBR Based on ADB SBR system the information collection such: Business demographic information: Province, district, commune and village, names & codes, and business name & address,.. Main variables: Total employment, main economic activity, registered name, legal status, total assets, turnover Years covered: year of starting operate business Number of records Changes in the number of records over the years Sectors covered (primary, manufacturing, finance, services, government owned enterprises)and NGOs Industry and product classifications used: CSIC, CPC 2.0/ HS Local and foreign ownership of enterprises: Owner of business(Khmer or foreign) Small, medium and large enterprises: Micro, small , medium and large Enterprises engaged in international trade The SBR team The strength, structure, roles and responsibilities: NIS, MOC and General Department of Taxation

3. Information sources Details of the sources of information Economic census: CEC2011, Agriculture Census data Surveys: Economic inter-censual survey Administrative data: Registration data from MOC, MIH and data from Taxation agency (still negotiation) Public information

4. Technological environment Since SBR is very new and based on ADB online system, Cambodia would request support IT and computing system to support the SBR system need: Server Computers Computing system Other IT equipments

5. Updating and maintenance processes Proposed quarterly update which in line with quarterly GDP

6. Uses of Statistical Business Registers The SBR will use for many purposes such as : Business sample frame National accounts Reduce business survey Other research / study purposes

8. Issue and challenges The main issues and challenges faced in developing, maintaining and using the SBRs: Cooperation with line ministry, particular, tax authority IT equipments and computing system Resources

7. Ways forward 1. The SBR team of NIS do the following: Continues to work with relevant ministries to formalize the process of updating the SBR and make it alive. Disseminate key information to stakeholders Maintain and improve the SBR system Validating the SBR data via census and survey 2. Relevant ministries and organization are expected to cooperate and provide agreed data regularly to NIS’s SBR team. 3. Will update with Agriculture Census data( agriculture sector), Economic Inter-censual survey 2014 and National Research and Development survey on Science and Technology 2015. 4. Plan to release in the first/ second quarter of 2017.
