Livestock Forage Disaster Program (LFP) JJ Jones SE Area Ag Economics Specialist jj.jones@okstate.edu

What is LFP? Authorized by 2014 Farm Bill Administered by the Farm Service Agency (FSA) Compensate producers who have suffered grazing losses due to a qualifying drought or fire on native or improved pastures.

Eligible Producers Owned livestock 60 days prior to qualifying drought. Owned or leased pasture located in county designated as having a qualifying drought. File acreage reports with FSA. Late filing fees may apply if not filed on time.

Qualifying Drought Drought designation are determined by the U.S. Drought Monitor as published by The National Drought Mitigation Center. (http://http://droughtmonitor.unl.edu/)

Qualifying Drought Payments are based upon different levels or drought severity. Drought Level Time Period1 Payment/Animal Unit2,3,4 D2 – Severe Drought 8 Consecutive Weeks 1 Month D3 – Extreme Drought Any Time 3 Months 4 Weeks 4 Months D4 – Exceptional Drought 5 Months 1 – Drought must occur during the forage types defined growing season. 2 – Monthly payment amount as determined by USDA. 3 – Animal units can not exceed USDA allowable stocking rates. 4 – Payment is 60% of USDA estimated feed costs.

Qualifying Forage Types Growing Season Warm Season Improved Pasture (Bermuda Grass, Bahia Grass) April 15 to November 14 Cool Season Improved Pasture (Fescue, Ryegrass) November 15 to April 14 Native Pasture

Qualifying Animals As of the beginning date of the qualifying drought or fire… Owned 60 days Used as a part of a farming operation Not have been in a feedlot Not have been maintained for reasons other than a farming operation. Recreational or pleasure animals Roping or show animals Types of animals Cattle Buffalo Beefalo Deer Goats Poultry Horses Elk Sheep Llamas Reindeer Emu

Application Process If a qualifying drought or fire occurs in a producer’s county where they operate a livestock operation.. Producers have 30 days after the end of the calendar year in which the grazing loss occurred Producers must have the following to apply: Physical location of livestock Livestock inventory during drought period Evidence that land is owned or leased by livestock owner
