What Must a Drill cover?

Requirements 105.222(a) General- Drills must test the proficiency of facility personnel in assigned security duties at all MARSEC levels and the effected implementation of the FSP They must enable the FSO to identify any related security deficiencies that need to be addressed. A drill or exercise required by this section may be satisfied with the implementation of security measures required by the FSP as the result of an increase in the MARSEC level, provided the facility reports attainment to the CTOP

How often do drills have to be conducted?

Requirements 105.222(b) The FSO MUST ensure at least one security drill is conducted every 3 months. Security drills may be held in conjunction with non security drills where appropriate. Drills must test individual elements of the FSP, including response to security threats and incidents . - Drills should take into account the type of vessel the facility is serving and other relevant circumstances.

Requirements 3) If a vessel is moored at the facility on the date the facility has planned to conduct any drills, the facility can not require the vessel or vessel personnel to be part of or participate in the facilities scheduled drill.

If Facility A conducts a security drill on January 2nd and then conducts another security drill on April 29th, is Facility A operating in compliance? Answer: No The FSO MUST ensure at least one security drill is CONDUCTED EVERY 3 MONTHS FROM THE DATE OF THE LAST DRILL.

Scenarios 33CFR105.210- Facility personnel with security duties. Conduct unannounced spot-check /quiz of facility security personnel. Ensure that employees have their TWIC, have knowledge of the TWIC escort requirements, knowledge of the secure/restricted areas of the facility.

33CFR105.230- MARSEC Level coordination & implementation. Simulate the raising of the MARSEC Level from Level 1 to Level 2 or 3, along with the simulated notification of the US Coast Guard office of compliance/noncompliance within 12 hours of MARSEC level increase.

33CFR105.235- Communications: Ensure that the facility contact telephone numbers for employees, emergency responders, and federal agencies (NRC/USCG) are correct. Simulate the notification process from the 1st call to last call if a security incident did occur.

33CFR105.245- Declaration of Security (DOS): Have all appropriate personnel complete a practice DOS for a vessel if facility does not complete a DOS routinely as part of MARSEC Level 1. Quiz employees on steps to coordinate with the Vessel Security Officer.

33CFR105.250- Security Systems & Equipment Maintenance. Simulate the loss of a security system at the facility and the actions to replace or correct the malfunction.

33CFR105.255- Security measures for access control: Simulate an unauthorized entry to a restricted area and the steps needed to be taken by the facility to ensure facility security.

33CFR105.260- Security measures for restricted areas: Simulate the discovery of an unknown package/bag with in a restricted area. Place a suspicious bag in a restricted area to test facility security personnel to find during security patrols

33CFR105.270- Security measures for delivery of vessel stores and bunkers: Simulate the arrival of an unannounced fuel truck/grocery truck, at your facility attempting to gain access to the dock. Conduct a practice vehicle screening/search on a facility vehicle as per the facilities FSP.

33CFR105.275- Security measures for monitoring: Simulate a recreational fishing boat tying up to the facility dock near a moored commercial vessel and the procedures to remove the boat.

33CFR105.280- Security Incident Procedures: Simulate or conduct a practice evacuation of the facility.
