Definitions Official Energy statistics’ definition is statutory – see Statistics Act [No. 6 of 1999] Practical criteria of official statistics Must be used in the public domain Are from organs of state and other agencies that are partners in the National Statistics System [NSS] Are sustainable Have met quality criteria as defined by the Statistician-General [SASQAF] National statistics’ definition is implicitly statutory Official statistics are statistics designated as official statistics by the Statistician-General within the provisions of the Statistics Act National statistics are statistics not designated as official statistics by the Statistician-General

The current state of Energy Statistics Not “enough” energy statistics to meet user needs, especially sub-national or small area statistics Lack of quality in statistics – Inadequate quality drivers – enumeration frames - geography enumeration areas address register - business register No common or shared standards – quality framework - Statistical system fragmented – many isolated producers duplication respondent fatigue - Statistics not comparable - Many are irrelevant Lack of capacity to produce them

Dealing with the challenges: Choices 1 Do nothing – maintain status quo Consequences Not enough reliable evidence to show the effectiveness of our programmes inform planning – especially for vulnerable social groups make policy decisions At best we monitor inputs, processes & outputs rather than outcomes & impact

Dealing with the challenges : Choices 2 Do nothing – maintain status quo Consequences Confuse users: whose statistics to use? Depend on (often unrealistic) imputed data by unknown statistical houses; or from sample surveys by private sector/businesses and service providers Waste resources through duplication of effort the cost incurred through using incorrect information

Dealing with the challenges : Choices 3 3 Do something – put in place a strategy: implement change Consequences We chose change: To put organisational processes in place to address the THREE DEMAND ISSUES: To have “enough” statistics for users To ensure quality in the statistics (both extant and planned) To facilitate the building of statistical capacity The organisational process for meeting demand for official statistics is the National Statistics System (NSS).

Data quality gaps…………… Quality gaps identified include, among others, incomplete data/questionnaire, wrong conversions used, wrong reference period, capacity, non-availability of data etc. Data quality: Questionnaires are not always correctly populated by data providers. No thorough documentation of all processes and standards and ensure continuous quality assessment. Not enough energy statistics is collected Capacity to produce quality and statistics on a sustainable bases.

Addressing quality challenges…… National Energy Act of 2008 (Regulations on Mandatory provision of Energy Data) Collaboration through MoU’s and SLA’s with other stakeholders Standard Operating Procedures (SoP’s) for the Statistical Value Chain (SVC) Oslo Working group on Energy Statistics/IEA and implementation of both the ESCM and the IRES IMF’s SDDS & GDDS (Spatial Data Dissemination Standards & General Data Dissemination Standards) also helpful.
