4th FRC meeting, Antti Onnela, CERN-PH-DT CLOUD Common Fund One single account in use: CERN Team account T299584 Covers Maintenance and Operation of the CLOUD Facility at the T11 beam-line at CERN Gas supplies and gas systems Thermal systems, including temperature measurements HV system UV systems Sampling probes, optical ports Central DAQ Used also to cover modifications and minor upgrades to the above systems, to adapt them to different CLOUD measurement setups and objectives. 4th FRC meeting, Antti Onnela, CERN-PH-DT 2016 budget Expenditures: Budget needed for CLOUD M&O for 2016 is estimated at 300 kCHF. FRC is requested to approve this budget. Contributions: Need to be 500 kCHF to cover the 300 kCHF expenditures and to ensure 200 kCHF annual positive balance, to meet the debt payment schedule. With exchange rate of 1.05 CHF = 1 Euro, 500 kCHF is a close match with the nominal annual contributions of 460 kEuro, with 50 kEuro and 20 kEuro contributions maintained. The invoices for 2016 contributions will be issued within October 2015, following the decisions by this FRC meeting on the annual contributions. 2016 contributions are to be paid preferentially within 2015 and at latest within March 2016. Payment of the 200 kEuro backlog remains essential. The above figures provide no margin against missing or delayed contributions, unplanned expenditures (e.g. major equipment failures) or Euro further weakening against CHF. Non-payment cases: Application of the non-payment rules, set on 29 October 2014, are to be discussed in the FRC. Slide ‘Unpaid contributions’ lists the current non-payment cases. Other resource challenges Open office – meeting room CERN contribution (according to the CLOUD MoU). Permanent solution still missing. Temporary solutions in CLOUD9 and CLOUD10. Barrack used during CLOUD9 has been dismantled (and was very noisy). Space currently used during CLOUD10 is used in June – September by CERN summer students. Technical / host team at CERN CERN staff sub-critical in number (3 persons part-time = 1 full time equivalent), and availabilities conflict with LHC needs. Fellow contracts (CLOUD-TRAIN and CERN) are ending, dropping to zero in summer 2016. No continuation under the current schemes! 22 Oct 2015, indico: 450678 4th FRC meeting, Antti Onnela, CERN-PH-DT

4th FRC meeting, Antti Onnela, CERN-PH-DT Summary The CLOUD Common fund accumulated a debt of 800 kCHF in 2011-2013. Positive annual balance through past 2 years, debt now at 350 kCHF. Need 200 kCHF annual positive balance through next 2 years to pay the debt in the schedule agreed with the CERN management. 300 kCHF annual budget needed for 2016. 500 kCHF annual contributions needed. Achieved if the agreed contributions are paid, in time. Several unpaid contributions still remaining. If not paid, application of non-payment rules? Manpower situation is getting extremely critical at CERN. With 1 FTE staff and zero fellows no possibility to appropriately support CLOUD preparations and runs in 2016.
