Retiming Deliveries Consortium Freight in the City Expo Vicky Wallas Noise and Licensing Enforcement Manager, London Borough of Camden Tuesday, 27 October 2015

Context RETIME where possible So what can we do? One size does not fit all... each site requires a different approach Bans aren’t the solution We can work together – help is available

Who are we?

Our objectives Formed in October 2013 by Transport for London, together we aim to... Lead the way in creating a sustainable increase in retimed deliveries across London Work with industry to actively undertake long-term changes Collaborate to identify and overcome issues and barriers Provide leadership and best practice examples of benefits e.g. improved road safety, efficiencies and reduced congestion Promote and encourage more retiming through advice, guidance and tools

Progress to date – businesses Successfully retimed 5 stores (identified as difficult) by moving the existing delivery time outside the daytime peak Reviewed deliveries and opportunities at 27 stores across the 3 boroughs Sainsbury’s have reviewed 20 stores - 60% already receive deliveries outside the daytime peak Tesco have retimed 50 stores inside the M25 and plan to introduce change for another 300 nationwide by March 2016 Carried out many noise assessments to build business cases and recommend how to improve for a quieter delivery (behaviour & equipment) Store Borough Old time New time Tesco Heath St Camden 0930 0600 Tesco Kentish Town Camden 0800 0600 Tesco St Margaret's Richmond 0930 2100 Tesco Hampton Hill Richmond 1030 2000 Tesco Notting Hill Gate K&C 0730 0400

Progress to date - authorities Investigating internal deliveries and collections, including waste and office supplies 2 new schemes tested in LB Richmond - amendments to parking infrastructure, enabling a change in delivery times Overnight shift will be introduced by LB Camden at the London Boroughs Consolidation Centre early next year LB Richmond plans to review all supermarket delivery times across the borough

Other engagement includes... Started a retiming approach through changing delivery times with many Tesco and Sainsbury’s stores Conversations ongoing for providing an advisory role Particular interest in raising awareness on noise and participating in other TfL freight initiatives Investigating the possibility of retiming deliveries to Tesco petrol stations and Express stores

Helping you... Produced step-by step guidance on the process to retiming deliveries and collections Collectively devised a 3 year strategy to reduce the number of delivery and servicing vehicles (in the peak periods) on London roads Initial meeting Site assessment Action plan Retime Review and revise Reviewed proposed guidance and tools to help you change times, including an updated Code of Practice

What’s in the pipeline? Working Group in mid Nov - assisting a wider range of organisations (and sectors), to increase and promote retimed activity Demonstrating best practices through case studies to support more retiming Developing an approved quiet delivery standard encouraging sensitive delivery behaviour Get involved – contact freight@tfl.gov.uk
