Claire Mansfield and Sarah Stopforth All Together Now: Whole Systems Commissioning for Councils and the Voluntary Sector Claire Mansfield and Sarah Stopforth

Current Context Public sector budget cuts 56.3% cuts to local government 2015-2020 Uncertainty post-Brexit Transformation in public sector partnerships Integration and shared services Increasing partnerships with voluntary and community sector organisations Grant-givers to commissioners Value for money Outcomes-based commissioning Commissioning challenges

‘All Together Now’ Report Whole Systems Commissioning for Councils and the Voluntary Sector

Whole Systems Commissioning Putting the person at the centre of the commissioning process Collaboration between commissioners and providers Collaboration between providers

Putting the person at the centre “We need to go to the community directly, ask what they want, and establish a meaningful dialogue” “Start with what he has rather than what he has not”

Collaboration between commissioners and providers “Better collaboration from both sides is needed” “We need to make the case for engagement in a cycle”

Collaboration between providers “The reason people fall through the net is because they are signposted to so many different people and no-one takes responsibility” “It is difficult to expect partnerships to continue to run when not funded to do so”

RECOMMENDATIONS Make social value more than a 'duty to consider' and, where more appropriate, continue to provide grants for lower value, specialist contracts. Continuous ongoing dialogue between all partners. Commissioners need to incentivise whole system behaviour.
