Mobilization of financial resources National/local level– “buy one take three” – triples the fund base– donor, business group (CSR) and local government unit (LGU) funds from: Special Education Fund Local School Board Funds Gender and development budget (GAD) Internal revenue allocation (IRA) 3. Partnerships with universities/ academic institutions which has 3 major functions: Instruction Research Extension National Service Training Program (NSTP) community immersion of students as an alternative to military training in school Recognition of community initiatives (e.g. regular awards)
