10/18/11 2007-2013 period Estonian LAG-s has been envolved into 28 transnational Leader projects 5 LAG-s managed with 4-3 transnational projects all together 112 partners from 18 different countries 2 projects with third countries

Problems: Effective and transparent coordination between different countries, authorities, ministries and statutory law at a national level has been challenging. 10/18/11

Letter of Interest is too explicit, specially for cooperation third countries. Different countries has different traditions and cultural dissimilarities.

10/18/11 Solutions:   LAG needs animation budget for preparing meetings, study trips to third coutries(Russia) before signing Letter of interest. Period 2014-2020 preparing cooperative project from project budget is accepted in Estonia and we need animation budget for preparing meetings. We need better understanding about simplifying and harmonizing national rules and regulations for succesful co-operation between different countries.

10/18/11 Solutions:   We need to pay more attention defining the roles of different LEADER bodies and authorities.   Tremendous issues are to ensure the continuity during program periods and smooth implementation in order to guarantee the sustainable functioning

10/18/11 Lessons to learn Letter of interest has to be simple, cooperation project itself has to be in detailed   After every International action you have to evaluate experiences, and to repeat next project step challanges. Successful results are based on good preparatory work, specially with third countries Changes in project budget has to be well-founded to get acception from authorities side To exchange cultural collectives you have to mind special needs as traveling with music instruments, children groups etc.
