Presentation of deliberation made in Domain IV Crop Insurance Agricultural Credit National Agriculture Markets- Reforms PSS Operations of oilseeds & Pulses

Issues in PMFBY New scheme increased CCEs. Minimize the number of CCEs with quality improvement. Averaging scale of finance to avoid the discrepancy- State/Cluster-wise Sanctioned amount and withdrawal amount of the crop-loan at bankers still needs clarification. Simplification required for coverage of tenant/share croppers. Non-loanee farmers should be targeted. Provision for administrative & operational expenses for implementation in the State.

Agricultural Credit Identify the tenant and extend credit and other benefits. Agricultural loans should be identified with the land to avoid double financing. All PACS should be computerized and one time assistance should be provided by GOI. NABARD to reduce refinance ROI from 4.5% to back to 2.5%. SLR funds of DCCBs should to be kept with SCBs. Central Govt Interest subvention need to be provided in advance. Refinance assistance of NABARD agricultural loan disbursed should be increased to 50% as earlier. Interest subvention scheme to be extended to Long term loans Exemption of processing fee for farmers
