ENACT is designed on the basis that often times it is not enough for people to have information about healthy eating and activity, they also need to live, work, play and learn in environments that support and encourage these healthy behaviors.

Limit Restrictive Land Use Covenants Chicago, IL Prevents blight caused by vacant retail parcels designed for grocery and drug stores. Believed to be the first ordinance of its kind. After five years of tireless efforts, community organizing and lobbying of city government, Partners Through Food along with the Mayor convinced Tops, a major grocery chain, to bring a shopping plaza and full-service supermarket to their neighborhood. The new shopping plaza opened in 1997 and since then residents say the retail area has transformed the neighborhood. Tops Grocery is using Upper Falls as a model for how business can contribute to urban redevelopment. Morland Study based on over 10,000 residents in 221 census tracts (Maryland, North Carolina, Mississippi and Minnesota) [i] Morland K, Wing S, Diez Roux A. The contextual effect of the local food environment on residents' diets: the atherosclerosis risk in communities study. American Journal of Public Health. 2002;92(11):1761-7. A landmark study found that for each supermarket in their census tract, residents ate more fruits and vegetables (Morland, et al, 2002) Profile: Partners Through Food increases access to healthy food by bringing a full-service supermarket into the community (Rochester, New York)
