Vehicle to Infrastructure Deployment Coalition (V2I DC) & SPaT Challenge Overview January 8, 2017

What is the V2I Deployment Coalition? V2I DC Concept A single point of reference for stakeholders to meet and discuss V2I deployment related issues V2I DC Approach USDOT asked AASHTO, ITS America and ITE to collaborate on organizing and managing the coalition The Coalition is built around the concept of creating a single point of reference for a broad range of stakeholders involved in V2I deployment. USDOT arranged for the Coalition to be established through the collaborative efforts of AASHTO, ITS America and ITE. Representatives from the three associations form a Project Team that facilitates and support the Coalition activities.

The Working Groups operate with direction and oversight from the Executive Committee The CAV-ELT (shown in orange) is not technically part of the V2I DC, but closely coordinated as explained later

The issues were identified during the first V2I DC meeting in June 2015 and each technical working group identified which issues they felt equipped to address. Note that three issues were identified, but no action was planned for them at this time. All of the groups expressed concern that although Issue 5: Security is critical, it is too undefined and it is unclear what work the coalition should do. Because none of the groups indicated any level of interest in it, Issue 10 did not have proposed activities for the coming year. For Issue 12, there was discussion about multimodal applications being included as part of Issue 1. However, the issue of specifically how multimodal applications are supported by V2I may be addressed at a future time.

V2I DC Overview Initial Focus Areas of the V2I DC: Intersections (signalized & non-signalized) End of queue warnings Work zone management Curve warning systems In September 2015, the V2I DC Executive Committee met in Denver. As part of the meeting , the Executive Committee identified 4 Focus Areas for the V2I DC, as shown here. By identifying these focus areas, this allowed each of the TWGs to narrow their focus. For example, the Research TWG was identifying research needs, and could now focus on these applications (as opposed to all 80+ Connected Vehicle applications.

V2I DC Efforts TWGs approach to the 4 Focus Areas: Addressing the key issues impacting V2I deployment Each TWG has a Work Plan of activities ‘Fishbone Diagrams’ helped coordinate activities of TWGs Monthly TWG webinars Coalition wide meetings/calls Four Focus Areas Intersections Queue Warnings Work Zone Management Curve Warnings In the summer of 2015, each TWG created a Work Plan, identifying their planned actions For several of the Issues, there were multiple TWGs working on the issue (performing different roles), “Fishbone diagrams” were used to coordinate these efforts and reduce the risk of duplication. Each TWG has met monthly through webinars. There has been a second in-person V2I DC Coalition wide meeting, and a second coalition wide webinar.

Connected Vehicle Deployment: The SPaT Challenge So, what is SPaT? A Signal Phase and Timing (SPaT) message defines the current intersection signal light phases. The current state of all lanes at the intersection are provided, as well as any active pre-emption or priority.

The SPaT Challenge The Challenge To challenge state and local public sector transportation IOOs to cooperate together to achieve deployment of DSRC infrastructure with SPaT broadcasts in at least one corridor or network (approximately 20 signalized intersections) in each state by January 2020.

The SPaT Challenge Why this Challenge? To provide IOOs with an entry into DSRC-based V2I Deployment allowing them to gain valuable procurement, licensing, installation, and operation experience, which in turn will - Lay the ground work for more advanced V2I deployments To show a commitment to OEMs and applications developers

The SPaT Challenge – Medium-term Benefits Be more prepared for DSRC-equipped vehicles and on-board V2I Applications Useful as testing site for future applications Other V2I Applications that build on SPaT at intersections: Smart Transit Signal Priority (possible near-term application) Red Light Violation Warning Intelligent Signal Systems Eco-Driver

The SPaT Challenge Next Steps: The V2I Deployment Coalition is developing resources to be available to agencies accepting the Challenge. The National Operations Center of Excellence is developing a resources-based website to support and promote participating agencies Webinars will provide training and guidance
