The South African National Energy Efficiency Strategy (NEES) (2005) The South African National Energy Efficiency Strategy (NEES) (2005) clearly defines the sectors that are considered a priority for the Government. These are: Industrial and mining, Commercial, Public building, Residential, and Transport.

HOW EETMS WORKS Decomposition analysis breaks down observed changes in energy consumption into component parts that are attributable to: Changes in overall level of activity Structural changes Efficiency changes For the industrial sector, changes in the share of a particular sub-sector could be treated in an analogous way to structural changes At each level of analysis, data is required on activity and on energy consumption for each of the main sub-divisions of that level

Industry & mining sector analysis Top-down decomposition analysis possible down to the level of the main sub-sectors: Metals & machinery Chemicals & petrochemicals Non-metallic minerals Pulp, paper & wood products Food, drink & tobacco Transport equipment Textiles & leather Construction Other / non-specified Detailed facility-level data also allowed a limited bottom-up analysis for 2010-12 period only

Industry & mining sector results: efficiency trends Data anomalies in non-metallic minerals and ‘other’ for 2009-11 resulted in this data being omitted from the analysis for those years. 20.8% improvement by 2011

Industry & mining sector: overview of bottom-up analysis Data on energy consumption and physical output obtained from 66 facilities and firms in the most energy intensive mining and manufacturing sub- sectors Coverage (in terms of fraction of total energy consumption) represents: about one-third of the entire industry & mining sector over half of those sub-sectors from which data was sought Data available only for the period 2010-12 Data on economic output was not available, so structural effects could not be separated out Instead, overall efficiency change was calculated as the weighted mean of individual changes in SECs

DATA SUBMISSION MECHANISM Data should be submitted through the Energy Efficiency Monitoring System web portal at http://www.eems.gov.za A user name and password will be provided to a nominated member of your staff Focus on the methodology for the survey 9 9

SCHEDULE OF SECTORS AND DESCRIPTION OF DATA REQUIRED Data is to be provided by legal entities where a facility exceeds the existing threshold and operating in the following sub-sectors: all ferrous and non-ferrous metals, cement, lime and plaster, mining, iron & steel, paper & pulp, and basic chemicals.

TYPES OF DATA REQUIRED Details of the responding legal entity, site & contact information The period over which the energy consumption and activity data have been incurred (must be between 1st January and 31st December of the given year) Annual energy consumption per carrier (where relevant) Quantities of physical output (in the case of manufacturing) of the given entity Main energy consuming activities undertaken on the site.
