Region 5 AQM Acquisition Lead Times Simplified Acquisitions ($3,500-$25K): 15 days Simplified Acquisitions ($25K-$150K): 45 days Negotiated Sole Source (over $150K): 90 days Negotiated Full & Open-Open Market (over $150K-$999,999K): 100 days Negotiated Full & Open-Open Market (over $1M-$4,999,999M): 120 days Negotiated Full & Open-Open Market (over $5M): 150 days GSA Schedule (less than $1M): 30 days GSA Schedule ($1M-$4,999,999M): 60 days GSA Schedule (over $5M): 75 days Commercial Items-Open Market (over $150K): 150 days

Region 5 AQM What is Needed in a Requisition Package? Funded Purchase Request (PR) Independent Government Estimate (IGE) Work Plan reflecting IGE Statement of Work (SOW) or Performance Work Statement (PWS) Maps, Technical Drawings, NEPA (if required) Market Research

Region 5 AQM What is Needed in a Statement of Work (SOW)? Background – description of the requirement. Objective – purpose of the work/end product. Scope – a broad outline of the nature of the work. Task Requirements – defines and explains in detail the work to be performed, the steps to complete, the period of performance, delivery date(s) for each task, levels of effort, amount of travel anticipated. Final Product – specifies the end product.

Region 5 AQM Acquisition Tools to Purchase Supplies & Services: IDIQ – Indefinite Delivery/Indefinite Quantity IDIQ Task/Delivery Orders – placed against an IDIQ BPAs – Blanket Purchase Agreements Simplified Acquisitions (under $150K) Government Purchase Card (GPC) [micro-purchase]

Region 5 AQM Program Management

Region 5 AQM Contract Acquisitions – CLFR Program Office initiates (sponsors) the project. Program Office submits a PR, a PWS, Work Plan, IGE, area maps, NEPA. AQM - A CO is assigned the task of awarding one or more contracts in one or multiple locations in R5. AQM – If IDIQs are established, Task Orders can be placed against them for services in multiple locations.

Region 5 AQM Consideration to Local Contractors The Forest Service may include consideration of local contractors and cooperators who are from, and who provide employment and training for disclocated and displaced workers in economically disadvantage rural communities for fuels reduction, watershed or water quality monitoring or restoration, wildlife or fish population monitoring, or habitat restoration or management.

Region 5 AQM Consideration to Local Contractors Forest Service Contracting Officers may include evaluation criteria such as the utilization of the local workforce (the types of jobs and number of workers to be hired and/or employed from the defined local area in completing the required work). The Forest Service may award contracts, grants or cooperative agreements to local non-profit entities, Youth Conservation Corps, or related partnerships with sate, local, non-profit youth groups, or small or micro-business or disadvantaged business.

Region 5 AQM Upcoming AQM Events Industry Day: October 12, 2016. A day for small businesses to learn more about future opportunities for Professional Forestry, Vegetation Management and Fuels Reduction contracts. Outcome: Register small vendors and prepare them to bid on R5 projects. Acquisition Academy: November 2-3, 2016. A day for Forests, Program Offices and Customers to learn more about AQM and discuss upcoming projects. Outcome: define what is required in a Requisition Package to prepare for upcoming projects in FY17.
