2017 Budget Strategic Priorities Maintain sustainable budget based on current and predicted future revenue. Develop partnership opportunities with other agencies / organizations that may reduce operating costs. Implement Strategic Plan.

Revenue Summary The Island County Assessor’s Office has provided preliminary 2016 assessed values, new construction, and refund figures that have been included in the draft budget. Assessed values have risen by approximately 7.89% The District will continue to receive our 1% legislative increase. The BOFC set aside $250,000 from 2015 carryover to fund contractual wage increases ($131,000 in 2017) The BOFC set aside $25,000 for payroll liability. Transport revenue has remained static, slightly less revenue is anticipated for the 2017 budget.

Current Fire Levy Rate Fire – Permanent Levy Approved at $1.25 per $1,000 Assessed Valuation Current Levy Rate is $1.17 per $1,000 A.V. Projected to be $1.10 in 2017 Assuming 3% growth in 2018 AV the rate will be $1.08

Current EMS Levy Rate EMS – 6 year levy approved at @ $0.50 per $1,000 Assessed Valuation Renewed at $0.50 per $1,000 A.V. for 2016 Projected to be $0.47 for 2017

2017 Proposed Capital Projects Using carryover funds from 2015, the BOFC allocated $196,000 to purchase needed Capital Items. Apparatus Replacement Debt service on our most recent engine purchase is set to expire at the end of 2016 ($37,500 annual payment). Loan payments for Tender and two ambulances ($119,510). A detailed apparatus replacement schedule has been adopted as part of the Strategic Plan Engine – 2017 ($500,000) QRV – 2017 ($175,000) Pumper/Tender – 2018 ($500,000) Medic – 2019 ($200,000)

Reserve Fund Status Current Balance: True Reserve (Goal =15%) $ 813,722 (14.2%) Apparatus Replacement $ 485,000 Medical Reserves $ 257,000 Long-Term Payroll Liabilities $ 200,000 Total $1,755,722 (30.6%) Historically we have placed revenue from property sales into apparatus replacement.

Expense Fund A draft budget has been developed. While the budget largely represents operational status quo, a few program enhancements have been included.
