Climate Change & Risk Assessment Robert Kay, Principal Consultant Coastal Zone Management (CZM) Pty Ltd

Introduction The Risk Assessment Framework The components of Risk Timing of the Future Proofing Project What you will get (and what you won’t get) from the Project

Climate Change Risk Assessment Framework Australian and New Zealand Standard AS/NZS 4360 Risk Management Adopted by Australian government for climate change risk assessment in 2006 LAPP “should align with that outlined in the Climate Change Impacts & Risk Management: A Guide for Business and Government”

www.climatechange.gov.au/

Climate Change Impacts & Risk Link between climate change and risk Risk should be a risk ‘on something’ such as LGA operations e.g. Higher costs to Council Lower rate base

Steps in the Risk Assessment AGO Guidelines. Can be downloaded from: http://greenhouse.gov.au/impacts/publications/risk-management.html

Detailed Steps AGO Guidelines. Can be downloaded from: http://greenhouse.gov.au/impacts/publications/risk-management.html

Risk Priority Levels This is the Risk Matrix!

Risk Workshop Process Risk evaluation – review against risk categories: Extreme priority risks demand urgent attention at the most senior level and can not be simply accepted as a part of routine operations without executive sanction. High priority risks are the most severe that can be accepted as a part of routine operations without executive sanction but they will be the responsibility of the most senior operational management. Medium priority risks can be expected to form part of routine operations but they will be explicitly assigned to relevant managers for action and maintained under review. Low priority risks will be maintained under review but it is expected that existing controls will be sufficient.

Risk Workshops Two key workshops for Council Staff: Risk Assessment Workshop – tomorrow! Adaptation Workshop – Friday 13th February + homework Complete the Risk Assessment & Adaptation Planning process Please support your Council’s staff with this process Ie. What you put in is what you get out.

What you will get You will get a Regional strategic-level: Climate Change Risk Assessment Climate Change Adaptation Plan Structured first assessment of the issue across the region Allows critical risks to be identified early Allows early adaptation actions to be adopted Sets priorities and directions for future work (including by others) Ie. What you put in is what you get out.

What you won’t get A detailed and site specific: Climate Change Risk Assessment Climate Change Adaptation Plan Won’t get, for example (made up!): Increase the capacity of street drainage in the City of Belmont by 10% by the year 2070 Ensure council’s Swan foreshore assets are 35m back from the river by 2050 Ie. What you put in is what you get out.

Summary Applies a simple & rigorous approach Does not require significant data inputs Can be completed cost effectively Enables: Systematic prioritisation of risks Biases to be explored Information constraints and gaps to be identified Clear focus and rationale for secondary assessments Regional view & building of skills Ie. What you put in is what you get out. 13
