ITU-R Working Party 8F WP8F, replacing TG 8/1, is the global focal point for the continuing vision of next generation wireless services and systems, acting as a forum for user requirements and as a catalyst for translating those requirements into technical reality. WP8F has the challenging task of supporting the near term needs of the IMT-2000 marketplace while exploring where we might go in the wireless world of the future. ITU-R WORKING PARTY 8F WP8F’s charter is to: be responsible for the overall system aspects of IMT-2000 continue the global development of IMT-2000 working with proponent organizations, partnership projects and standards development organizations develop the vision of IMT beyond IMT-2000 focus on terrestrial components coordinate with ITU-R WP8D re satellite; and also with ITU-T and ITU-D Included in the work assigned to WP8F are issues such as: spectrum needs higher data rate capabilities Internet Protocol (IP)-based service needs of mobile systems developing country needs 42 36 42

IMT-2000 Became and Is Now a Global Partnership ITU-R ensures a global perspective on IMT-2000 for the developmental and evolution vision, for worldwide compatibility, for international roaming, for user needs, for baseline requirements, for core specifications, and fosters global consensus. Partnership Projects ensure a global perspective on the technology developments and are a primary developer of the radio interface technical specifications. SDO’s ensure regional and local suitability and applicability of the global core specifications. Their efforts result in IMT-2000 standards that are based upon the technical specifications produced by the Partnership Projects. Recommendation ITU-R M.[RSPC] reflects this partnering of organizations and the division of work and responsibility. Formal business arrangements between ITU-R and external organizations reflect the responsibilities and roles and ensure the integrity of ITU-R IMT-2000 standards and ITU processes. 42 36 42

Collaborative ITU-R/ITU-T Work in Development of a Common ITU Vision for Systems Beyond IMT-2000 There is agreement in both ITU-R WP 8F and ITU-T that there should be a single ITU vision of systems beyond IMT-2000. ITU-T is working on developing material that is consistent with the ITU-R WP 8F Vision PDNR outline. Publication mechanism for the joint vision of systems beyond IMT-2000 has not been decided.

However, there will not likely be such a common IP architecture in the near term, therefore operators want easily interoperable IP-based networks. Problem: Many fora are addressing IP-based core network requirements. Unfortunately, these fora are not addressing an IP-based internetworking solution.

Operators Harmonization Group Request to ITU-T Special Study Group OHG believes that a single global all IP network standard for IMT-2000 will provide maximum benefits to our customers such as global roaming and affordable handsets. Even if both PPs agreed to have the same all-IP architecture, the systems will not be compatible unless the same protocols are used. Levels of mobility: Air interface mobility Link-level mobility Network-level mobility The only organizations that can resolve the specific differences are the Partnership Projects themselves. OHG recognizes that the SSG has responsibility for long term harmonization. Recommends that OHG assist SSG in facilitating a meeting between the two PPs. Air interface and link level mobility my be hard to achieve because of the need to achieve backward compatibility

Summary and Some Topics for Open Discussion Collaborative work with external organizations is the norm for both ITU-R and ITU-T with the use of normative references. Wireless Standards Development - A New Paradigm for the ITU. Collaborative work on vision for systems beyond IMT-2000 between ITU-R and ITU-T has begun. Increased collaboration with external organizations on multimedia and IP: Formal liaisons E-mail reflectors Workshops Joint experts group meetings Other?? Role of content providers - should there be one? Need to “think outside the box” ITU role in harmonization and convergence of multimedia services definitions and IP systems and networks
