Into the unknown!

The Fly

What does a Passivhaus look like?

What does a Passivhaus look like?

What does a Passivhaus look like?

Passivhaus can be boring!

Passivhaus can be boring!

Why is Passivhaus needed? UK Government abandons 2016 Zero Carbon Homes standard COP21 Paris Climate Agreement COP22 Marrakech Brexit – 2020 Energy Performance in Buildings Directive Social Housing for those on low incomes Air quality & health Kirklees Local Plan 31,000 homes in 15 years Why build poorly performing homes that could stand for over 100 years?

Some issues - costs 0% to 30% additional costs Tender costs Size of the industry Knowledge Specialist contractors One off buildings Modular construction

Some issues - Myths They are stuffy homes that make you feel unwell You can’t smoke in a Passivhaus You can’t open the windows People will need special skills to live in a Passivhaus You have to be “a Green” to live in one

Why in Kirklees? Green Party national campaign Council owned land An example to other Local Authorities and the UK Government!

Draft KirklEES Council PASSIVHAUS POLICY

Progress in Kirklees to date £1.1million for exemplar project Site identified (30+ homes) All Party Passivhaus policy group established Policy Group reports to Policy Committee Policy Committee refers report to Kirklees Cabinet Cabinet approves/rejects/amends the Policy

Passivhaus Task Group Passivhaus Trust on the Group Visit to Denby Dale Passivhaus Visit to CITU Development Meeting on certification Meeting on Planning Law options Meeting on other UK examples Meeting on Stakeholders perspective - KNH A phased policy managed by a joint body set up by Kirklees Council & the Passivhaus Trust Conditional tests to move from phase to phase.

Pathfinding phase 2017-2019 Council-supported pathfinder projects. Communicating the long term vision, raising industry and resident awareness. Encourage Passive House Developments as part of the overall Planning process. Initial Pilot Areas for Passivhaus Developments on Council Land allocated for development with a specific emphasis on Social Housing. Local Development Orders to also be used, as appropriate, to areas not currently identified for Passivhaus. This is to add flexibility and drive progress more quickly if appropriate. Proactive information and guidance to interested residents – including via the self-build/custom-build register and information to neighbourhood planning processes.

Mainstreaming phase 2019 - 2021 Support for adoption of Passivhaus policies in Neighbourhood Development Plans will be encouraged and supported through the Kirklees Passivhaus Steering Group Through the Kirklees Passivhaus Working Group develop the skills base to further deliver the policy across the district Supportive approaches to Community Self Build Investigate the potential for a pilot commercial Passivhaus development e.g. a Passivhaus Business Park to complement green infrastructure approaches.

Market adoption – 2021 - 2026 Mainstreaming on Council Land by 2020 and greater take up in the private sector. By 2026 promotion of Pathfinder and Pilot Projects lead to the development of a norm locally for Passivhaus performance standards in the Construction Industry. Promotion of Passivhaus leads to new commercial opportunities for the Construction sector e.g. off site construction on new homes. Explore viability for mainstreaming commercial Passivhaus in the Local Plan based on a national and local evidence base,
