UNEG SO2 Exploratory study on the implications of the governance structures of UNEG members in promoting the use of evaluative evidence for informed decision-making Paul Balogun Consultant On behalf of the working group

Objective Exploratory study Improved decision-making of the governing bodies of UNEG members and so contribute to learning on practices and/or institutional arrangements that support use of evaluations to inform strategic choices and decisions. Identify issues to take forward within UNEG's broader work on evaluation use and learn lessons.

Learning The degree to which systems and approaches are institutionalised seems to be heavily influenced by degree to which evaluation function has access to the Governing Body. Institutionalised and access to the de facto Governing Body (n=19) Not institutionalised but OIOS has some role (n=16) Not institutionalised but OIOS has no role (n=12)

Next steps towards lessons Institutionalised group Now know what members are doing and broadly similar approaches, but not if works But what prioritised differs (system vs recs) and how context differs needs clarification Explore the degree to which the over-sight role of Governing Bodies means that how they use such evidence differs from that of senior managers and implications for institutionalisation.

Next steps towards lessons Not institutionalised but OIOS role UN Women, UNEP and ESCAP show that OIOS role doesn’t preclude institutionalisation Classify the various oversight approaches found and hence the opportunities, and limits, imposed to enhancing the use of evaluative evidence through these over-sight mechanisms.

Next steps towards lessons Not institutionalised and no OIOS role - Does not appear that UNEG would have a comparative advantage in addressing the needs of these organisations in this area or developing relevant lessons. Their contexts are too specific.
