Charter of Sector Skill Councils Communicate requirements of industry by identifying skill gaps and creating QPs /NOS under NSQF for a comprehensive list of job roles in respective industries. Actively conduct Train-the-trainer programs and empanel training providers and vocational training institutions to facilitate training. Achievements so far… State Skill Missions Number Skilled under NSDC: Star Scheme (2013-14) – 14 L PMKVY 1 (2015-16) – 20.7L PMKVY2 (2016-2020) -12.27L (& still counting) Shortcomings noticed in PMKVY1 have been duly addressed in PMKVY2 Vocational Training in Govt. Schools

Challenges faced by Sector Skill Councils… GST Employability vs. Employment Common norms for infrastructure development across all SSCs Pace of Accrediting / Affiliating Training Centers PMKVY vs. Non PMKVY dilemma Multiple Agencies dealing with skilling: Different Protocols Varying payment procedures Varying format of Certificates

Challenges faced by Sector Skill Councils… Lukewarm response to paid courses Irregular flow of funds Publications Recognition of Certificates by Controlling Authorities and other Govt. bodies Industry Connect Regular touch with Labor market Control over trainers employed by RMSA Recovery of Funds from States and RMSA

…Training Providers Investment vs. Return – Rural / Urban centers Accreditation & Affiliation Process Frequent Changes in specifications for centers and labs. Mobilization and Retention of candidates Placement of successful candidates Operating SDMS Portal – Aadhar Issues Irregular target allocations not conforming to the training capacity.

…Training Providers Regulating availability of trainers in eco system Motivation to train Trainers and Assessors in adequate numbers Delays in certification due to SDMS issues resulting in financial burden Conduct of RPL – Sparing deployed manpower for training and testing

…Assessment Bodies Payment issues to Assessors At times notice period to carry out assessment is too short Assessors operate independently – resulting in limited check on quality / integrity

…Assessment Bodies Pan India coverage /Multilingual Assessments Use of technology for assessments Assessors contractually connected to Assessment Bodies Maintaining adequate number of Assessors on Pay-Rolls. Ensuring competency of Assessors through refresher training Challenges of Assessment in difficult/remote and inhospitable terrain

Thank you…
