ROAD SAFETY AUDIT & PROPOSAL FOR CORRIDOR EXTENSION PLAN: CASE STUDY BARAPULLAH CORRIDOR, NEW DELHI (INDIA) Namit Kumar Assistant Manager (Urban Transport) RITES Ltd., Gurgaon, INDIA +91-9717849531 namitku@gmail.com

INTRODUCTION Motorized Vehicles in India have increased from 21 million (1991) to 142 million (2011) – approx 10% increase every year Delhi is home to over 7 million vehicles, including 2 million cars and an equal number of 2-Wheelers– approx 1,200 vehicles are added/ day Loss of almost 420 million man-hours every month due to the traffic congestion and road accidents in Delhi 50-60% of major arterials have travel speeds of less than 30 km/h Ring road in South Delhi remains clogged and has projected traffic of about 400,000 Passenger Car Units/day by 2021 Hence, an analogous corridor to Ring Road (South Delhi) – Barapullah Elevated Corridor was constructed in 2010 Study focuses on Post Construction Road Safety Audit and an extension plan of Barapullah Elevated Corridor

BARAPULLAH ELEVATED CORRIDOR 4.4 km corridor was constructed in 2010 (Sarai Kale Khan to Jawahar Lal Nehru (JLN) Stadium) Provided unhindered access to 10,000 athletes from Common Wealth Games Village to JLN Stadium and was opened to public in October 2010. Caters to more than 60,000 vehicles/day Cut down travel time and decongested Ring Road in South Delhi

BARAPULLAH ELEVATED CORRIDOR Ring Road

ROAD SAFETY AUDIT (RSA) & CORRIDOR EXTENSION PLAN Post Opening stage audit (Stage-6) as per Indian Road Congress Code IRC:SP:88-2010 was conducted Audit findings included location of various Signages, Road markings, Sight distances at curved section, Crash barriers, Consistent width of carriageway, etc Detailed Proposal for corridor extension towards East Delhi (0.62 km) near Mayur Vihar and West Delhi (7.4 kms) near Dhaula Kuan & Karol Bagh was provided

CONCLUSION RSA confirms the issues of lack of traffic control devices and markings on the corridor Survey Data for Spot analysis illustrates lower rate of lane utilization Cumulative frequency curve shows peak at a speed of 55 km/h in both directions of traffic Survey result exemplifies movement of low traffic volume at high speed on corridor due to limited connectivity To increase lane utilization, augmentation of corridor is required to enlarge the east – west connectivity in the city After proposing the extensions it was analyzed that the travel time for commuters will reduce from 60 mins to 25 mins, saving about 35 mins
