Draft Structure of WTDC-17 The meeting of heads of delegation Committee 1: Steering Committee Committee 2: Budget Control Committee 3: Objectives Committee 4: ITU-D Working Methods Committee 5: Editorial Committee Working Group of the Plenary: WTDC Declaration 4

WTDC Outcomes Declaration Highest level possible. Vision statement Strategic plan High level and in line with the strategic plan of the Union. Mission statement and outcome oriented Action plan Output oriented. Well identified mechanisms for implementation Or if it’s easier for you to think about it based on the nature of the document, you can see that the Declaration is the highest level with a vision statement. It’s the document that is most likely to be read by those outside the conference. It could speak to the press or other stakeholders. The strategic plan is also high level but presents the mission statement of ITU-D for inclusion in the overall ITU strategic plan and is outcome oriented. So neither of these two documents, D and SP, need to be very detailed. The Action Plan is output oriented and identifies mechanisms for implementation of the strategic plan. Finally the OP is, as its title suggests, operational in nature. It spells out actions, budgets and BDT human resource allocation. Operational plan Operational in nature. As much detailed as possible in terms of specific actions, budgeting, human resources
